Maness Mayor Town of Troy 444 North Main Street Troy, North Carolina 27371 Dear Mayor Maness: RECEIVED OCT 6 1982 WATER QUA4TsEcnON IY Subject: Permit No. NC0028916 Authorization to Construct Town of Troy Wastewater Treatment Facilities EPA Project No. C370604-01 The final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of modifications to expand and convert the existing 0.63 MGD waste stabilization lagoon treatment facilities to 0.84 MGD extended aeration type facilities consisting of: automatic sampling/metering system, bar screen, grit chamber, equalization lagoons, influent pump station with dual 830 GPM pumps, Schreiber aeration system, dual final clarifiers, sludge pumps, aerated sludge holding tank, 8400 square feet of sludge drying bed area, effluent chlorination facilities, cascade post -aeration, polymer feed system, combined administrative -operations building and access road. The Permittee shall employ an actively State certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. Such operator must hold a State certificate of the grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Commission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facilities is 50% completed. This Authorization to Construct is issued in accordance with Part ifi pafagtaph C of NPDES Permit No. NC0028916 issued June 29, 1981, and shall besiibJect to revocation unless the wastewater treatment facilities at e6n8ttucted in accordance with the approved plans, specifications, suppotting documentm, and are in compliance with the conditions and limitations specified in Permit No. NC0028916. f'. % i!Qi911, N. c. 27611-7687 An Equul Opportunity Affirmative Action [in,+ioyer Town of Troy September 30, 1982 Page Two Do not proceed with construction until the Authorization -to -Award package, EEO, and MBE documentation/certification has been reviewed, and you are in receipt of our approval, if Federal Funding is desired for project! construction. This Authorization to Construct is issued subject to the Condition that the Permittee obtains a sludge analysis and a sludge E. P. toxicity analysis;:,and obtains approval of these analyses from the Division of Health Services, Solid Waste Management Branch prior to the disposal of any sludge from the new wastewater treatment plant. Copies of the analyses, supporting documents, and approvals shall be submitted to the Division of Environmental Management Water Quality Section and the Fayetteville Regional Office. During the construction of the proposed additions/modifications, the Permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such manner, as necessary to comply with the effluent limits specified in the NPDES Permit. One (1) set of final approved plans and specifications is to be forwarded to you, one (1) set to the Environmental Protection Agency (EPA), and two (2) sets to the Corps of Engineers.
