(S &ME) is hereby providing additional information pursuant to written approval of a Section 401 Water Quality Certification (WQC) No. 3883 application, previously submitted on September 8, 2014. A letter from the North Carolina Division of Water Resources Asheville Regional office, dated October 14, 2014, requested additional information regarding property owner approval and a stream restoration design based on natural channel design principles, outlined in more detail herein. Since that time, a conference call with Mr. Kevin Barnett and Mr. Andrew Moore (DWR) and S &ME was held to clarify conditions on site and receive more input regarding potential 401 requirements. Mr. Barnett and Mr. Moore followed up the conference call with an October 19, 2014 email where additional considerations and potential construction design options were presented (attached). On November 12, 2014, S &ME conducted a site visit with DWR (Mr. Tim Fox and Mr. Zan (George) Price) to clarify the project plans and address changes since the first submittal. Since the original submittal, property owner negotiations have limited the current proposed impact area to the existing right -of -way, reducing workspace, and thereby reducing impacts to Waters of the U.S. Present at this site visit with DWR were the property owners, representatives of PSNC, and Ms. Crystal Fox and Mr. Mark Taylor of S &ME. All present provided input with regard to their respective interests. As a result of these on -site discussions and further S &ME, INC / 9751 Southern Pine Boulevard / Charlotte, NC 28273 -5560 / p 704 523 4726 f 704 525 3953 / www smeinc corn Response to Request for Additional Information SBME Protect No 1356 -14004 Sweetwater Hills Drive Stream Stabilization- Hendersonville, N C February 13, 2015 commentary with the property owner, PSNC proposes to install a culvert and armored outfall which will allow PSNC permanent access, maintain the aesthetics in the property owner's front lawn, prevent further degradation of the channel, and protect the existing gas line from exposure and damage (See attached, Drawings and Specifications 1 -6). S &ME's response to the original October 14, 2014 letter is provided below. Please note, since the original submittal, proposed impacts have been reduced while incorporating property owner concerns, PSNC concerns, and DWR concerns. 1) The project proposes to restore a reach of stream located on a property owned by others not included in the application documentation. Proof will be needed that the property owners approve work to be completed on their property, as they will be responsible for the outcome of the project and compliance with 401 Water Quality Certification conditions. Since the previous submittal, project constraints have changed such that all work will be conducted within an existing gas line easement (see the attached Easement Agreement). Further, the property owner's were present during the field meeting and are in agreement with proposed activities (see attached email correspondence). 2) The project proposes the use of gabion baskets, which are not considered an approvable method to utilize for stream restoration and the design creates an obstacle to aquatic passage, also not approvable. Provide stream restoration details based upon natural channel design principles. The original submittal included 91 linear feet (If) of stream bed impacted by stabilization measures. Since work downstream of the gas line right -of -way is no longer proposed, there is no stream restoration component. The current design limits permanent impacts to approximately 43 If of stream, reducing the impact length by approximately 47% of the previously proposed erosion stabilization design. Further, PSNC proposes to install a culvert and associated structures which will convey the flow of the stream in a more graduated manner than previously proposed. Two precast concrete manholes will be installed which will connect to the outlets of the existing 24 -inch and 18-inch diameter culverts. The manholes will serve as a debris cleanout access enabling maintenance access to the culvert for clean out, etc. The existing 24 -inch corrugated metal pipe will be cut to allow for a tie in to the proposed 33 -inch diameter re- enforced concrete culvert extension will be installed and covered with approximately 6.5 feet of clean fill material to provide permanent access to the existing maintained right -of -way. The culvert will be installed such that the bottom of the culvert conveys water in a gradual manner downstream. The fill bank above the culvert extension will be re- graded and protected using rip -rap above the proposed headwall. Boulder -sized energy dissipaters will be placed at the outlet of the culvert extension to prevent undermining of the culvert and reduce the velocity of flow before continuing downstream. To the extent practicable, efforts will be made to utilize stone materials that are similar to materials native to the area. 2 Response to Request for Additional Information SWE Project No 1356 -14004 Sweetwater Hills Drive Stream Stabilization- Hendersonville, N.0 February 13, 2015 Appropriate sediment and erosion control practices outlined in the most recent version of the "North Carolina Sediment and Erosion Control Planning and Design Manual" and approved by the local governing authority shall be in compliance with specifications governing the proper design, installation, operation and maintenance of such Best Management Practices to comply with the appropriate turbidity water quality standard. We ask that you look at the following: The proposed gabion basket design will likely result in down channel scour due to stormwater discharges and the energy created by a —8 foot drop in channel elevation. The proposed backfilled channel will essentially create an 80 foot long riffle, utilizing rip -rap as a channel bed material. There is no included proposed channel cross - sectional detail. Utilizing large rock (compared to a natural channel of similar dimension and drainage area) will likely result in storm flow energy being dissipated by those erosive velocity vectors not being able to move bedload, will scour the adjacent stream banks, resulting in instability. We ask that you evaluate the following alternative design ideas: • Constructing a rock cross vein immediately below the existing gas line, which would have a smaller step down to the channel reach below, ( reducing the potential energy scour below the structure) (This may be a traditional cross vein, or a step tiered structure such as an "A" vein to help deal with storm flow energy) • Utilizing a "reference" stone size for any resultant backfilled channel as to provide a "natural bedload" substrate to mimic natural processes such as bedload movement during storm events. Please include these discussions as part of any response you prepare for the issued Request for Additional information. Her and her husband had looked at both options and had a few questions. we discussed both options and she settled on concept 2 version 1 , the concrete box with the culvert. I explained to her too the best of my ability what it would look like and that we would have to use it as access to our ROW. she fully understood and agreed that the box with the culvert would be the best way to go. she was really more worried about us cutting down her Hemlock tree than anything. I also emphasized that all the work would stay on our existing ROW , and that the regulator station would be moved but would still be within the 50ft ROW just over to one side to allow access . She was very understanding and just wanted us to keep them in the loop if anything changed. If you have any more questions just give me ring.
