TO: David May, NC Division of Water Resources
FROM: Kelly Spivey RO-4
DATE: 26 February 2015
SUBJECT: Modification of CAMA Permit No. 112 -14 issued to John & Deborah Logelfo
Beaufort County
Pamlico River
On 16 December 2014 the John and Deborah Logelfo were issued CAMA Major Permit No. 112 -14
for the construction of bulkhead, pier with boatlift and a launch pier beside an existing boat ramp at 102
Carteret St. off NC Highway 99 adjacent Bath Creek in the Town of Bath, Beaufort County. The permitte has
installed the pier pilings and a portion of the bulkhead on the west side of the permitted pier. The permitte
states during the construction of the bulkhead on the eastern side of the boat ramp extreme amounts ofjunk
and debris was discovered imbedded in the concrete below the water level. The applicant additionally states
that if the bulkhead is relocated to the waters edge it will have less impact on the shore and less soil
disturbance.
On 18 February 2015, the Washington District received a request to modify Major PermitNo. 112-14
to relocate the permitted bulkhead from approximately 10' landward of Normal Water Level to the water's
edge, immediately water ward of the cement laden shoreline.
Please provide comments to Daniel Govoni, DCM Assistant Major Permit Coordinator within two
weeks.

LAMA Major Permit # 112 -14
Project Revision 2/9/201
Located off Bath Creek, in the Town of Bath, on Hwy 92. Permit 4 112-14
The owners are requesting a revision of the bulkhead on the eastern side
of the existing boat ramp. As stakeout and construction began, the removal of
the existing concrete east of the ramp revealed extreme amounts of junk /
debris below the water and imbedded in the concrete. It has become obvious
that if we leave the old concrete in place and move the planned bulkhead to the
existing edge at the water, it will have less impact on the shore and less soil
disturbance.
The revision of this bulkhead plan would be consistent with the original
permit intent, but allow quicker construction and fewer disturbances. The
attached maps show the shift of the bulkhead and revised bulkhead distances.
We hope that this will complete the permit requirements and you can
issue the authorization quickly, to prevent contractor from pulling off
construction site.
Thank you for your help and assistance.
