Director NORTH CAROLINA Environmental Quality January 26, 2023 City of Mooresville Attn: Jeff Campbell, Environmental Compliance Inspector P.O. Box 878 Mooresville, NC 28115 Transmitted via email to jcampbell@mooresvillenc.gov Subject: IWS Approval POTW: Rocky River WWTP NPDES No NC0046728 Iredell County, MRO Dear Permittee, The Municipal Unit of the Division of Water Resources has reviewed the Industrial Waste Survey (IWS) for the City of Mooresville's Public Owned Treatment Works (POTW), working under the NPDES Permit No NC0046728 (effective on November 1, 2019). The IWS was initially submitted to the Division on March 30, 2022, followed by more information and revisions received on October 3, 2022, January 3, 2023, and January 25, 2023. The City's IWS included 178 industrial, commercial, and institutional (ICI) users and currently has three significant industrial users (SIUs) under Industrial User Permits (IUPs) and five industrial users (IUs) under Local Permits. The City's NPDES permits require proper completion of an IWS. The review indicates that the IWS is adequate and meets the requirements of 40 CFR 403.8 (f) (2). Please remember it is the responsibility of the POTW to continue efforts to ensure that any SIU, as defined by NCAC 15A 2H .0903(b)(30) (A) through (D), is identified and subsequently added to the City's pretreatment program. This includes evaluating new IUs before they commence discharge and evaluating existing IUs determined to be not SIUs that make changes to their process. Next IWS Due Date: January 25, 2028, unless conditions at the POTW or industrial users change significantly and thus warrant an earlier submittal. Furthermore, within 180 days of the effective date of any reissued/modified NPDES permit, the Permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e., updated IWS, HWA, LTMP, or documentation of why the update is not needed). This action may include revising, updating, or adding to the list of SIUs. Pursuant to 15A NCAC 02H .0907(b), either the Division or the Permittee may initiate pretreatment program revisions. Thank you for your continued cooperation with the Pretreatment Program.
