This new Middle School will be built on land adjacent to this existing discharge. When this was first proposed, the Region recommended denial due a lack of information presented as to proposed loading capacities. After re-evaluation, (especially the use of the State's 3.44 gal/day loading rate and the fact that this is a recirculating sand -filter) the Region sent in an addendum to their Staff Report, (attached) rescinding their original recommendation. Based on previous treatment capabilities, this facility should easily meet their recommended limits. Basin Strategy Blackburn Middle School, [NC0074233] is located downstream on Haas Branch, (trib to Pott Creek). The distance for possible connection is too far, plus the fact that the hydraulic capacity of this proposed expansion is very nearly taken up. DMR's Well within Secondary limits. Could easily meet advanced secondary. Chlorine levels high No Instream monitoring available. No other pertinent information in Central Files Model This discharge is located in an Hydrologic Area [HA] 10 with a Mean Annual Runoff [MAR] of approximately 1.28. The flows are fairly high for the discharge; the Instream Waste Concentration [IWC] is approximately 6%. The limits modeled out to Secondary with a summer ammonia limit of 13.4 mg/I due to ammonia toxicity; winter ammonia will require monitoring. Since this is a new, (expanded) discharge, a 28 µg/I Residual Chlorine limit will be applied. No other limits or monitoring requirements, out of the norm, will be required.
