PART IV - EVALUATION AND RECOMMENDATIONS
I have talked with the ORC at Saluda regarding the sludge disposal
situation. She is going to contact several nearby municipalities
which have land application programs to see if one of them would
be willing to accept the town' s residuals . A letter verifying
acceptance will be sent to DEM.
The treatment facility is currently suffering from toxic impacts
which is prohibiting the development of a microbial population in
the aeration basin.
Excess I/I is also a problem. During rains, the facility
experiences washouts . The " lift stations" are actually a
series of large septic tanks which retrain wastewater for long
periods . As a result of one or more of the problems mentioned,
the Town is unable to achieve the permit requirement of 85% BOD5
removal . More I/I investigation and sewer line repair/replacement
is needed. The collection system as a whole needs to be renovated.
Since these problems will not be remedied by denying the renewal
of the permit, it should be renewed
