permit. Accordingly, we are forwarding the attached final NPDES discharge permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated October 15, 2007 (or as subsequently amended).
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the
Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-
6714). Unless such demand is made, this permit shall be final and binding.
Please take notice that this permit is not transferable. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or
permits required by the Division of Land Resources, Coastal Area Management Act, or any other
Federal or Local governmental permits which may be required.

revoked, and as of this issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the

C. Describe receiving stream features and pertinent downstream uses: The receiving
stream is = 10 feet wide at the point of discharge with excellent flow. The area is
rural with agriculture being the primary use. There are no other known
downstream dischargers.
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS

d. Description of existing or substantially constructed WWT facilities: The existing
WWT facilities consist of two septic tanks (20,500 and 18,500 gallon capacities)
followed by a 14,000 gallon capacity recirculation tank, dual gravel covered sand
filter beds with elevated PVC piping, tablet disinfection, dechlorination, and
cascade aeration. Chlorination used for disinfection. A UV system was installed in
2003, however, the system was difficult to maintain, so it was removed.
e. Description of proposed WWT facilities: There are no proposed WWT facilities at
this time.
f. Possible toxic impacts to surface waters: Chlorine is used for disinfection.
Dechlorination is provided.
2. Compliance Background: This facility has maintained a consistent history of compliance
with effluent limitations during 2009.
PART III - OTHER PERTINENT INFORMATION
Special monitoring or limitations (including toxicity) requests: None requested at this
time.
PART IV - EVALUATION AND RECOMMENDATIONS
The Catawba County School System has requested that the subject permit be renewed.
There have been no changes to the permit nor the WWTP since the permit was last renewed nor
are any changes proposed at this time. The existing facilities are capable of consistently
complying with the current effluent limitations without any further WWTP modifications.
Pending a final review by the Western NPDES Unit and a review of the draft permit, it is
recommended that the permit be renewed as requested.

Ref: Narrative/Sludge Disposal
Sludge is handled by a septic tank pumper and is disposed of in a municipal plant either
City of Newton WWTP or City of Hickory WWTP. These tanks are pumped once a year
if needed. This is determined by measuring depth of sludge. Usually anything over 24' is
