Hi Michael, and my apologies for the delay. Based on your description and a review of the NWP 58 verification issued
10/5/2022, your proposal to change the method of temporary stream crossing at 11-S8 (Sheet 11-C33) from a bridge
mat to a culvert and stone temporary stream crossing would still fit the terms and conditions of NWP 58. As such, no
additional approval is required from the Corps. Please keep this email in your files for reference, and let me know if you
have any questions.

Mr. Bailey and Ms. Homewood,
The City of Eden Bridge Street Basin Rehabilitation and Repair Project has begun construction activities. The Contractor
has been installing the temporary stream crossings per the approved Plans and associated permits (401 Certification No.
WQC005100 – DWR Project #20190883 and NWP 58 Verification – SAW-2019-00186). Per the Plans and approvals,
bridge mats are to be utilized for the temporary stream crossings. However, the Contractor has identified one (1)
proposed, temporary stream crossing, 11-S8 on Sheet 11-C33 (attached for reference) that cannot be completed with
the bridge mats due to current site conditions. There has been some erosion at the area of the proposed stream
crossing and there are concerns with slope stability of the banks making the crossing via bridge mats not feasible and a
potential safety concern. Therefore, an alternative stream crossing method will need to be utilized.

The preference would be to utilize a culvert and stone temporary stream crossing. The culvert and stone crossing would
be designed and installed per Item 6.70 – Temporary Stream Crossing found in the NCDEQ Erosion and Sediment Control
Planning and Design Manual.
This crossing would be temporary and would be removed following completion of the project. The crossing would be
restored per the current Plans and the permit requirements and conditions. With that being said, I do have a few
questions regarding this proposed modification to the stream crossing methodology.
1. Does a formal permit modification need to be submitted? If so, what documentation would you require for
approval?
2. If a formal permit modification is not required, is this email notification sufficient?
