D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a Specifically describe measures taken to avoid or minimize the proposed impacts in designing project
Stream and wetland impacts were avoided to the maximum extent practicable Stream crossings were designed to utilize
existing culverts and to be installed perpendicular to the stream flow
Rock will be placed in the channel for stabilization at the utility line crossings, however, the finished top elevation of the nprap
will not exceed that of the original stream bed Stream impacts are limited to the amount necessary to install the lines
1 b Specifically describe measures taken to avoid or minimize the proposed impacts through construcbon techniques
Construction equipment will be operated from high ground during construction. Silt fencing will be installed along the entire
length of the streams and wetlands The installation of the proposed utility line crossings should take less than one day to
install
