Box 431 Belmont, NC 28012 ( ECEIVED/NCDEQ/DuvI- DUI (; vVOROS MOORESVILLE REGIONAL OFFICE Dear Mr. Basinger, The City of Belmont Wastewater Treatment Plant is requesting relief of 15A NCAC 02h .0124 (4) as allowed in the regulation by illustrating continuous staffing with at least one certified operator is not necessary for reliable operation of the Belmont facility. The City of Belmont can ensure reliability for the following reasons: • The City of Belmont WWTP has live cameras and secured entrances where guests must check in with staff to enter. • The plant has a telemetry system that monitors the influent pH, effluent pH, and effluent chlorine, all of which are viewable remotely with an Internet connection. There is an additional monitoring system indicating the status of the bar screen and grit chamber. • If granted relief, the plant will still be staffed continuously with trained personnel who will be working toward their necessary certifications. Any personnel on shift without a certified operator will be properly trained for at least 2 months before working such a shift. • Each week, an operator is on call 4pm to 7am to assist with operations. Maintenance technicians are also available 24/7 for plant or lift station maintenance concerns. • The plant has a salaried Operator in Responsible Charge (ORC), and two Backup Operators in Responsible Charge (BORC) that are always on call for any questions of concerns for the plant or lift stations. • An updated list of emergency contacts is in each room of the WWTP office building. • Although permitted for 5 million of gallons per day (MGD), average influent flow into the plant is 2 MGD. In high flow events, the second aeration basin may be used for retention until flows return to normal. This aeration basin in not used for aeration in the normal biological process. • The ORC/BORC have not physically needed to report to the plant due to an emergency since January 2021, however both receive calls with questions or concerns from operators and most are handled via the call.
