On December 8th 2022 the Town of Grover had received a certified letter Referenced as
#7018-3090-0001-2322-9069. This letter was for notice of violation for Monthly Effluent
Nitrogen as Ammonia Total (N). The result was reported as having a value of 4.7mg/I monthly
average value and the monthly permit average is 3.79 mg/I.
Since receiving the notice of violation I had reached out to North Carolina Rural Water
Association for Technical Assistance. December 30th Mr. Troy Cassidy Technical Assistance
Wastewater Section with NCRWA had came out to perform an initial on site visual inspection of
the wastewater treatment plant as well as the collection system.
Mr. Cassidy had made given us a few operational suggestions based on first visual inspection ;
however, he did not want to make changes without ORC onsite . The primary visual inspection
suggestions at the wastewater treatment plant was to make some air adjustment changes where
the plant will be set up with a anoxic zone to allow for conversion of Nitrite to Nitrogen within
the anoxic zone instead of clarifier which is currently occurring. Also Mr. Cassidy stated that the
air should also be raised at the influent section of the aeration basins. Other operational
suggestion was remove rags from diffusers to allow better air mix through out tanks, Increase
wasting and utilize polymer when pouring sludge beds which will allow for better drying and in
turn can get rid of sludge within digester more frequently.
Mr. Cassidy also went out to collection and had made note to the Truck Stop lift station sewage
was very high in Ammonia and color of sewage water is not typical color of domestic sewage and
more investigations and sampling may need to occur at the Truck stop lift station. The first
manhole after the force main from truck stop lift station was also observed and noticed as
having significant hydrogen sulfide present.
Mr. Cassidy proceeded to the Town's other two lift stations and made note of the residential lift
stations having grease issues. The grease is an issue because the grease is a factor within the
Total (N) as noted as TKN.
Mr. Cassidy felt that controlling the Ammonia in the collection system will greatly benefit
controlling the Nitrogen Ammonia at the wastewater treatment facility.
Mr. Cassidy has given us information on controlling the ammonia within the collection system
and had also showed us a few test equipment that we could order for better process control
monitoring. Mr. Cassidy will be coming back out in January to demonstrate how to perform
some process control testing .
The Town takes these violation seriously and is working diligently to ensure that the system will
be back within parameter given.

A Notice of Violation/Intent to Issue Civil Penalty is being issued for the noted violation of North Carolina General
Statute (G.S.) 143-215.1 and the facility's NPDES WW Permit. Pursuant to G.S. 143-215.6A, a civil penalty of
not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or
fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S.
143-215.1.
