Surrett <tim.surrett@haywoodcountync.gov> Subject: DWR 20221615 - Wasterwater Treatment Plant Access Road On November 11, 2022, the Division of Water Resources (Division) received your application requesting a 401 Water Quality Certification from the Division for the subject project. The required fee was received on November 16, 2022. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1. Per Condition II. 8 of GC 4246, all work must be done "in the dry". Therefore, dewatering methods will be necessary to temporarily dewater the stream channel during pipe installation. Please provide a construction sequence that details the method of dewatering to be utilized at the site and the sequence of construction events to be followed to ensure compliance with this condition. In addition, please ensure that the location of the temporary impacts are shown on the construction drawings and clearly indicated in the revised impact table. Notes have been added to sheets G-002, C-101, and C-502 indicating work shall be done in the dry. A temporary bypass sequence has been added to sheet C-101 indicating that bypass shall be in place prior to pipe installation and providing detailed instructions for bypass installation. The location of temporary impacts have been added to sheet C-101. A revised impact table is attached indicating temporary impacts are due to the stream bypass installation and the type of impact is dewatering. a. The EC-44 Detail #7 on Sheet G-002 specifies an arch culvert for this project. This is counter to the impacts described in the PCN application and shown on the construction drawing set. There is no discussion of working in the dry, or a description of a pump around on this sheet. Please amend this to include a written description of the pump around requirement. EC-44 Note #7 on Sheet G-002 revised so as not to suggest arch culvert is specified. This note has also been revised to indicate that work will be done in the dry by installed a temporary stream bypass according to temporary bypass sequence and detail in the plans. b. Sheet C-101 does not discuss a pump around in the construction sequence. Please amend this to include a written description of the pump around sequence, as well as a drawing on the site plan to indicate the location of the pump around sequence. Temporary Bypass Sequence added to Sheet C-101. Notes have been added to the plan indicating location of bypass intake and outlet. Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the proper consideration of the application. Please provide your response by January 6, 2023. If all of the requested information is not received, the Division will be unable to approve the application and it will be denied as incomplete. The denial of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee.
