Herman Subject: Wastewater Treatment Plant Access Road - NCWRC comments Hi Brooke and Amy, I have reviewed the information sent to me about the Wastewater Treatment Plant Access Road project, which proposes to permanently impact 105 ft and temporarily impact 38 ft of an unnamed tributary to Richland Creek with a culvert in Haywood County. The project should not impact wild trout and a trout moratorium is not needed for this project. The application proposes using a 48-inch HDPE culvert. We recommend against using HDPE or reinforced concrete pipe material, as this smooth material is less likely to hold stream substrate and provide for movement of aquatic organisms like fish and salamanders.
