The first feature is a stream mapped on the NRCS Soil Survey as beginning outside of the project study area to the east and flowing west through the project study area, under the roadway, and off the project study area on the west. Field investigation revealed that this area has been heavily modified and as a result the stream extends onto the project study area from the east, then turns north in an existing roadside ditch where it parallels Old Stage Road. This ditch line outlets into the woods edge where the drainage then sheet flows paralleling Old Stage Road before re-channelizing and flowing east. During a PJD site visit with the USACE it was determined that jurisdiction would begin where the feature re- channelizes and flows east (a PJD has not yet been issued for the project). We are requesting that buffers for this feature begin where jurisdiction is anticipated to begin. See attached “Feature 1” packet for associated NRCS Soil Survey, Topographic map, aerial, and photos of this feature. (N 35.660088, W 78.664041). The second feature is the upstream most portion of Panther Branch as mapped on the NRCS Soil Survey. The NRCS Soil Survey shows Panther Branch beginning on the east side of Old Stage Road and flowing west under the roadway and off the project. Field investigations revealed that the stream begins on the west side of Old Stage Road at the existing pipe outlet (this agrees more with the topographic map). The east side of Old Stage Road was determined to be a wetland area. We are requesting that the buffers on the east side of Old Stage Road be kicked out.
