Florence 7209 Caviness Jordan Road Cedar Grove, NC 27231 Mr. Florence, NORTH CAROLINA Environmental Quality January 23, 2023 Subject: Compliance Evaluation Inspection Permit # WQ0023179 Facility: 7215 Caviness Road SFR Orange County On January 23, 2023, Jim Westcott from the Raleigh Regional Office visited your Single- family residence wastewater treatment and spray irrigation system to evaluate compliance with the subject permit. The facility is permitted for the operation .00048 (MGD) wastewater treatment and irrigation facility consisting of a Septic tank, distribution box, gravity dosed subsurface sand filters, a tablet chlorinator, chlorine contact chamber, moisture sensor, audio/visual alarms, and a .25-acre of spray irrigation area with four (4) sprinkler heads and all associated piping, valves, controls, and appurtenances with no discharge of wastes to surface waters. The permit, which was issued December 21, 2017, expired December 31, 2022. Section I (1) of the permit requires the permittee to request renewal of the permit no later than six months prior to the expiration of the permit on official division forms. Division records indicate the required annual fee for the period ending January 31, 2023, due February 4, 2022, has been paid. Please ensure that future renewal applications are completed and submitted no later than six months prior to expiration to the division as required. Findings during the inspection were as follows: 1. Treatment system Operation: The wastewater treatment system shall be effectively maintained and always operated so there is no discharge to surface waters, nor any contravention of groundwater or surface water standards. At the time of inspection, the permittee was on -site, and all components of the system were evaluated and tested. 2. Pumping the septic tank: You are required to inspect the septic tank annually to determine if solids must be removed or if other maintenance is necessary. Septic tanks should be pumped out every five years or when the solids level is found to be more than 1/3 of the liquid depth in the septic tank compartment, whichever is greater. A pumping company can check the status periodically and determine when pumping is required. The non -discharge permit requires the permittee to retain records associated with residuals disposal for a period of 5 years. Within thirty days of this letter, please send a copy of a recent receipt showing the residuals removed and/or a maintenance contract receipt. 3. Disinfection: Your system uses a tablet chlorination unit for disinfection of wastewater. The chlorination tablet disinfection system provides effective disinfection and reduces harmful bacteria from entering the environment. The chlorine tablet disinfection system should be checked weekly to ensure proper disinfection of the wastewater prior to spray irrigation. At the time of inspection, the chlorination tablet feeder was located, and a sufficient supply of tablets were evident. Additionally, the proper chlorine tablets were on site. The moisture sensor, visual high-level alarm was located on the control junction box and the audible alarm was tested. 4. Proper Operation and Maintenance: The system shall be inspected monthly to make certain of the proper operation of the spray and irrigation system and that the sol is assimilating the disposed treated wastewater with no surface runoff, and that no objectionable odors are being generated. Any visible signs of a malfunctioning system shall be documented, and steps taken to correct the problem. At the time of inspection, the spray irrigation system was evaluated and tested. All four spray nozzles and associated piping had been recently replaced and in good operational condition. The spray field vegetative cover was in good condition and there was no evidence of surface runoff or ponding. The perimeter wire fencing was also recently replaced and secured with proper signage. Please continue to periodically inspect and evaluate the wastewater spray irrigation system components are properly maintained and operating as designed. Maintain all associated operational records onsite for a period of five years as required by the subject permit.
