INTRODUCTION: This laboratory was inspected to verify its compliance with the requirements of 15A NCAC 2H .0800 for the analysis of environmental samples. II. GENERAL COMMENTS: The lab was very clean and well organized. All equipment necessary to perform the certified parameters were present and appeared well maintained. A description of current field lab policies and technical assistance documents for the analysis of the facility’s currently certified parameters were provided at the time of the inspection. The requirement associated with Finding A is new since the last inspection. III. FINDINGS, REQUIREMENTS, COMMENTS AND RECOMMENDATIONS: Comment: The facility had been using an automatic pipette for reagent delivery in the Total Residual Chlorine test. In light of the new requirement for annual calibration of these devices, the facility has opted to substitute the automatic pipette with a Class A volumetric pipette for regulatory analyses. The automatic pipette will only be used in tests associated with process control. Dissolved Oxygen – Standard Methods, 20th Edition, 4500 O G A. Finding: The Luminescence Dissolved Oxygen (LDO) meter calibration is not being verified each day that sample measurements are taken. Requirement: LDO probes must be calibrated or have the calibration verified each day of use. Page 2 # 5027 City of Havelock Water Treatment Plant Comment: The procedure for calibration verification of LDO meters was given to the lab at the time of the inspection. Total Residual Chlorine – Standard Methods, 20th Edition, 4500 Cl G B. Finding: The gel standard used as the mid-range check standard did not have its concentration verified on program 86 at the time of the last 5-point calibration curve verification. Requirement: Purchased Gel-type or sealed liquid ampoule standards may be used for daily calibration verification only. These standards must be verified initially and every 12 months thereafter, with the standard curve. Ref: Technical Assistance for Field Analysis of Total Residual Chlorine. Comment: The procedure for assigning a concentration to the gel standard can be found at the bottom of page 3 of the document titled, Technical Assistance for Field Analysis of Total Residual Chlorine, which was provided to the lab at the time of the inspection. Requirement: Perform a new 5-point curve verification of the internal curve on the total residual chlorine program 86 and then follow the procedure for assigning a concentration to the gel standard. Include all documentation of this process with your response to this report. Temperature – Standard Methods, 20th Edition, 2550 B Comment: The calibration for the digital thermometer expired on May 19, 2010. It must be recertified or replaced prior to sampling in June. Documentation C. Finding: Neither the pH meter, nor the DO meter was labeled with a temperature correction factor. Requirement: All temperature sensing devices on meters must be calibrated against a NIST certified or NIST traceable thermometer annually (every 12 months) and proper corrections made and documented. The meter reading must be less than 1ºC from the NIST certified reading to be acceptable. Document the serial number and manufacturer of the NIST thermometer that was used in the comparison. Document any correction that applies (even if zero) on both the meter and on a separate sheet to be filed. PAPER TRAIL INVESTIGATION: The paper trail consisted of comparing field testing records and contract lab reports to Discharge Monitoring Reports (DMRs) submitted to the North Carolina Division of Water Quality. Data were reviewed for NPDES permit # NC0078131 for January, February and March, 2010. No transcription errors were detected. The facility appears to be doing a good job of accurately transcribing data. Page 2 # 5027 City of Havelock Water Treatment Plant V. CONCLUSIONS: Correcting the above-cited findings will help this lab to produce quality data and meet certification requirements.
