He wanted some clarification on their permit (and thought I would pass this along as it has bearing on the pump station/force main permit that the water authority is working on). The supplement page to the permit is a bit difficult to interpret (i can definitely say that and I think I wrote it originally!). We gave High Point the flexibility to be able to discharge up to 26 MGD at both the Richland Creek location and the Deep River location - with the intention that they relocate to the Deep River prior to the reservoir filling. From a water quality perspective - they need to be out of Richland Creek upon the reservoir filling due to potential nutrient impacts. This is the intent, but we didn't say that they had to be out of Richland Creek as soon as the dam was constructed, to allow a little construction wiggle room (of course, the piping should be laid prior to the reservoir filling ). Anyway - they just want to make sure that the authority keeps moving on the project so it can be in place and they can be relocated prior to the reservoir filling.
