In regards to your letter dated October 9, 2000, the Town of Benson would like to submit the
following information in reference to the changes that were made in regards to the issuance of
NPDES Permit NC #0020389.
• Wastewater Management Plans is in the process of being prepared with the assistance of the
Wooten Company and will be submitted within the 180 days of the effective date of the
permit as allowed by your letter.
• Town of Benson purchased and installed on November 21, 2000 effluent flow meters. The
Town of Benson will start recording effluent flow meter reading in the December 2000
report.
• The Town of Benson purchased and installed two Staff Gauged on November 20, 2000. The r,
level of the lagoon will be recorded daily on our daily log beginning November 27, 2000.
• The reconfiguration/modification to incorporate biological nutrient removal project is
virtually complete. The increase amounts of nitrogen being removed from the WWTP will
be reflected in our December 2000 monthly report, when we start monitoring nitrogen on a
weekly basis instead of monthly. In your letter you stated we were currently rated Class III, it
is our understanding we have been a Class IV since 1990.

• The Town of Benson has already contacted the Division of Technical Assistance
Certifications Unit. They visited our plant on July 25, 2000. They have made several
recommendations to enhance the treatment process and the performance of our facilities.
These suggestions have been reviewed with our engineer and plant operator and have been
implemented or are being considered at this time.
• The Town of Benson will allocate appropriate resources in the future to insure that the
WasteWater Treatment Plant maintenance requirements are met.
• The Town of Benson will comply with the additional monitor requirement of conductivity of
copper, zinc and silver. These samples will be sent to a commercial certified lab, however
when the Town of Benson staff is certified to monitor conductivity samples these samples
will be done in-house.
The Town of Benson staff remains ready to assist NCDENR or any of your department to assure
you that the Benson Waste Water Treatment Plant is complying with all state requirements to
assure that quality water is being discharged to the public steams and water of North Carolina.

We have reviewed the above referenced permit and there is one condition which we must ask be either
modified, or not enforced immediately. That condition is the one requiring the use of a continuous
effluent flow meter for reporting plant flow's. The Town ordered an Isco model #4210 flow meter on
September 24, 2000 and the meter was delivered on October 31st, 2000. At this time it is still
necessary to modify the 4 foot effluent discharge opening in the post aeration chamber wall with an
aluminum 2 foot rectangular weir with side contractions to provide greater accuracy and also an
aluminum stand to mount the meter on. Both have been ordered from a local machine shop and will be
ready for pick up on November 14th at which time we will begin installation of all components.
Accordingly, we do not expect to have the meter installed, setup and calibrated by the vendor and
running until at least November 27th 2000, if we do not encounter any major problems.
The requirement for continuous effluent flow monitoring has not been in our previous permits and we
do not see it as unreasonable to allow a small amount of time to install the equipment needed to
comply with the new conditions before enforcing those conditions. Please let us know if there will be
any difficulty with allowing this request We do have continuous flow metering on the plant influent and
will continue to use that metering for reporting until such time as the effluent flow metering becomes
operational.
