Wastewater Treatment Facilities

Dear Mr. Langdon:
The final plans and specifications for the subject project have been
reviewed and found to be satisfactory.
Authorization is hereby granted for additions and modifications to the
Town of Benson's wastewater treatment plant to increase capacity from 1.0
MGD to 1.5 MGD consisting of a mechanical bar screen, a new 30-inch diameter
screw pump, modifications to two (2) existing screw pumps, a new flow
splitter box, a 0.625 MG capacity oxidation ditch with four (4) brush
aerators; dual 35 ft. diameter clarifiers, two (2) additional 120 sq. ft.
dual -media effluent filters, a new 2,600 GPM filter effluent pump and
modification to two (2) existing filter pumps, two (2) sludge recirculation
pumps replacing existing pumps, alum storage and feed facilities for
phosphorus removal, caustic storage and feed facilities, sodium sulfide
dechlorination facilities; a new 3.0 MG aerated sludge storage basin with
sludge pump station, decant structure and truck loading facilities;
modification of a waste sludge pump and two (2) scum pumps in an existing
lagoon; a 340 sq. ft. addition to the existing administration/laboratory
building; and all associated yard piping, site work and electrical work.
Do not proceed with construction until the Authorization -to -Award
package, EEO, and MBE documentation/certification have been reviewed, and
you are in receipt of EPA approval, if Federal funding is desired for
project construction.

The permittee shall employ an actively State certified wastewater
treatment plant operator to be in responsible charge of the wastewater
treatment facilities. Such operator must hold a valid State Certificate of
the grade at least equivalent to the classification assigned to the waste-
water treatment facilities by the Certification Commission. When a new
chief operator must be obtained to be In responsible charge of the new
facilities, it is required that this be done by the time the construction of
the facilities is 50% complete.
The Authorization -to -Construct is issued in accordance with Part III,
Paragraph C of NPDES Permit No. NC0020389, issued January 13, 1989 and
shall be subject to revocation unless the wastewater treatment facilities
are constructed in accordance with the approved plans, specifications, and
supporting documents; and are in compliance with the conditions and
limitations specified in Permit No. NC0020389.
The permittee shall have an acceptable sludge analysis and a sludge
E.P. toxicity analysis which have been approved by the Division of Health
Services, Solid Waste Management Branch prior to the disposal of any sludge
from the new wastewater treatment plant. Copies of the analyses, supporting
documents, and approvals shall be submitted to the Division. of Environmental
Management's Water Quality Section and the Raleigh Regional Office.
Any groundwater quality monitoring, as deemed necessary by the
Department, shall be provided.
During the construction of the proposed additions/modifications, the
permittee shall continue to properly maintain and operate the existing
wastewater treatment facilities at all times, and in such a manner, as
necessary to comply with the effluent limits specified in the NPDES Permit.
You are reminded that it is mandatory for the project to be constructed
in accordance with the North Carolina Sedimentation Pollution Control Act,
and, when applicable, the North Carolina Dam Safety Act. In addition, the
specifications must clearly state what the contractor's responsibilities
shall be in complying with these Acts.
The sludge generated from these treatment facilities must be disposed
of in accordance with General Statute 143-215.1 and in a manner approvable
by the North Carolina Division of Environmental Management •
The disposing, selling or free distribution of wet, dried, composted
sludge or sludge -like materials from wastewater facilities without prior
review and approval by this Division is illegal.
One (1) set of final approved plans and specifications is to be
forwarded to you, one (1) set to the Environmental Protection Agency (EPA),
and one (1) set to the Corps of Engineers.
