However, I'm going to copy Larry Frost to make sure it is not an issue for the region. (The wetland will be lined with HDPE or something similar, I believe. You guys are just trying to clear/grade an area to put them in, correct?) This wetland is to be constructed in the old ash pond with ash being used as a base for the wetland. In the past when we have needed to restack ash within a pond we have been told that no permits or notifications are needed as long as the work is performed within the pond. The movement and placement of this ash will require a certain amount of moisture and due to the cold weather there is a concern that there will be problems with freezing. The question is-can we move this ash in preparation for the wetland construction now without the ATC? The actual wetland will not be constructed until the ATC is approved. I received the final permit for Asheville and want to thank you for getting it out so quickly. I know we made it very difficult for you and I do appreciate everything you did to accommodate us.
