Impact Justification and Mitigation 1 Avoidance and Minimization la Specifically describe measures taken to avoid or minimize the proposed impacts in designing project Impacts were minimized as much as possible through careful site design Unfortunately, a small wetland finger bisects this tract and wetland avoidance was not possible Tractor Supply, a national store, has a standard building footprint that cannot be significantly modified Because they sell large equipment, they need outside storage and display areas that are directly adjacent to their building Additionally, parking spaces need to be close to the store so that large items can be easily transported to customers' vehicles They require an access lane through the large display area for easy viewing and pick up The store also needs two -way access and a turn - around area for tractor - trailers that load /unload merchandise in the back of the store The building cannot be rotated because the front of the building and the equipment display areas must face and be visible from the road Furthermore, the parking must be located between the budding and the street The engineer attempted several variations of the layout to see if wetland impacts could be minimized further This included moving the stormwater pond behind the site and moving the building further southwest However, in order to avoid the wetland finger completely, the building would have to be shifted so that it would ultimately impact the same amount of wetlands located directly adjacent to the stream The engineer was able to move the permanent trailer equipment display area closer to the front of the property boundary, eliminate several parking spaces (from 70 to 64), and reduce the amount of pavement at the dock area behind the building to reduce wetland impacts 1 b Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques Silt fencing will be used during construction to reduce sediment from eroding into adjacent wetland areas 2.
