Mr. Sayles informed T. Lowery the facility was not in operation as it has not been completed. Excavation has begun and construction on site is in process. T. Lowery explained to Mr. Sayles an inspection was required before any discharge could occur once the facility is complete. Mr. Sayles stated he would contact the division office to set up inspection at that time.
