Church Street Charlotte, NC 28299 F&R Proposal No.: 2259-00702 Dear Sir or Madam: Froehling & Robertson, Inc. (F&R) on behalf of Southern Cast (the Client) is pleased to submit this National Pollution Discharge Elimination System (NPDES) NCG030000 Notice of Intent for inclusion in the Stormwater General Permit. The Subject Property is located at 901 North Church Street in Charlotte, Mecklenburg County, NC. The United States Environmental Protection Agency (EPA) issued a letter dated October 28, 2022 based on their compliance inspection of the facility on September 1, 2022. Based on their compliance inspection the EPA indicated that a NPDES permit appears to be required for the facility. The EPA identified several potentials for discharge to stormwater via inlets located on the Subject Property. A copy of the correspondence and Inspection Report is attached to this Application. The EPA recommended that Southern Cast contact the North Carolina Department of Environmental Quality (NCDEQ), specifically Mr. Danny Smith, in regards to the permitting requirements for this facility for an NPDES Industrial Stormwater General Permit (NCG03). F&R, on behalf of Southern Cast, spoke with Ms. Britney Carson and Mr. Danny Smith of the NCDEQ on November 15, 2022. They confirmed that NPDES Industrial Stormwater General Permit (NCG03) would be the appropriate permit, and the sample locations should correlate to the outfalls identified in the EPA Inspection Report. F&R indicated they would be assisting Southern Cast with the application and would be conducting a site walk to examine the outfalls and facility and invited the NCDEQ to accompany F&R. The NCDEQ indicated they would not need to be present and that they had the EPA's report. F&R did a site walk on December 5, 2022 to examine the facility and outfalls. And has incorporated that information into this application. The drop inlet by the railroad tracks identified in Page 11 of the EPA Inspection Report does not receive run-off from the facility. This inlet was installed by the railroad in their right of way to manage run-off that could impact the rail line; therefore, F&R has not proposed sampling associated with this drop inlet. F&R proposes quarterly sampling for the following parameters in accordance with the General Permit requirements: • Total Suspended Solids (TSS) A Minority -Owned Business 9 • pH (Field Measurement at collection) • Chemical Oxygen Demand (COD) • Total Lead, Total Zinc, and Total Copper • Oil & Grease (Method 1664) • Total Rainfall at time of Sampling Event (as reported at Mecklenburg County CRN1S) Please do not hesitate to contact us if you have any questions or require further information, or if you would like to discuss the sampling parameters and locations.
