Figure 1 is the existing water treatment plant layout. Figure 2 is a vicinity map showing the location of the project. Figures 3 is the existing water treatment plant flow schematic. Figure 4 is the proposed water treatment plant flow schematic. The Cityof Salisburyis presentlydischarging the treated wastewater generated at the 9 9 water treatment plant into the municipal sewer. The City of Salisbury is submitting an application for a General Permit to discharge this wastewater as a point source. 1.2 Reasons for the Proposed Project SRU has experienced high costs for disposal of sludge generated at the water treatment plant. This process was cumbersome, time consuming, and labor intensive. To reduce the disposal costs, the City of Salisbury recently installed dewatering equipment and is now dewatering wastewater solids and hauling the solids to Rowan County's Landfill which is beneficially used by the county as ground coverage. The supernatant from treatment of the wastewater generated at the water treatment plant is still being discharged into the municipal sewer system and conveyed to the Grants Creek wastewater treatment plant. SRU would like to discharge the supernatant through a point source discharge, eliminating the wastewater treatment cost. This will also free up capacity at the wastewater treatment plant for other potential customers. 3 Section 2.0 Current Situation 2.1 Existing Water System The City of Salisbury Water Treatment Plant was constructed in multiple phases as a conventional dual media filter plant. Additions to the facility include a pretreatment unit with chemical storage, sludge dewatering system, and standby generator units. The plant is currently rated at 24.0 million gallons per day (MGD) and is located on North Jackson Street in Salisbury, NC. The PWSID Number is 01-80-0110. The plant process consists of withdrawing water from the Yadkin River into two (2) settling reservoirs. From the reservoirs, the raw water flows into a pretreatment Actiflo unit to reduce turbidity prior to the conventional treatment process. The Actiflo unit discharges into sedimentation basins and then onto the conventional dual media sand filters. Filtered water is collected and discharged into two (2) clearwells for storage and distributed to the customers via high service pumps. The raw water intake has a hydraulic capacity of 50 MGD. The pump station facility is located adjacent to the river and in 2001 had two (2) pumps rated at 12 MGD and one (1) pump rated at 6 MGD. The original 24-inch diameter raw water line from the raw water pump station to the raw water reservoirs has been replaced with a 42-inch diameter raw water line to reduce total dynamic head. The SRU staff conducted a flow test and determined the current improved capacities to be 16 MGD for one (1) pump and 12 MGD for the other two (2) pumps. The raw water reservoirs consist of two (2) earthen reservoirs. The reservoirs are sized at 18 MG and 10 MG, respectively. The reservoirs contain a concrete apron perimeter to protect against erosion. The purpose of the reservoirs is to create a supply of raw water during emergency conditions that might exist in the Yadkin River and allow for pre- sedimentation. Raw water flows from the reservoirs by gravity through a 42- and 24-inch diameter raw water line to the Actiflo unit at the pretreatment facility. The Actiflo unit is used as a preliminary treatment system to remove turbidity from the raw water. The Actiflo unit is designed to reduce turbidity to less than 1 NTU entering the filter at 33 MGD. 4 The flow from the Actiflo unit flows by gravity through a 42-inch diameter pipe to the abandoned flocculators where it then enters the sedimentation basins. Twelve (12) sedimentation basins combine into a common header which allows the flow to be evenly distributed into the dual media filters. The existing twelve (12) filters are currently rated at 2 MGD each. Each filter is equipped with a surface wash system and is supplied by an onsite water storage tank. The filtered water is collected in a common header where chemicals are added to meet state regulations for pH and chlorine residuals. The water then flows from the filters to two (2) baffled clearwell storage tanks sized at 1.0 MG and 0.75 MG, respectively. The two (2) existing tanks are in series and allow for sufficient detention times to meet state regulations. The finished water flows from the clearwells to a high service pump station. The high service pump station consists of five (5) existing pumps. The pumps are rated as follows: two (2)at 4 MGD, one (1)at 6 MGD, one (1)at 8 MGD, and one (1)at 10 MGD. The pumps discharge directly into the distribution system and are controlled by the elevated tank located at the water treatment plant. The wastewater treatment facility for the residual wastes generated at the water treatment plant is the sludge handling facility. The sludge handing facility receives wastewater flow from the pretreatment Actiflo unit, the sedimentation basins, the backwash from the filters, and the supernatant from the dewatering centrifuge. This flow enters a settling basin which allows the solids to separate from the water. The solids are collected off the bottom of the sludge tanks and stored in above ground tanks prior to being transported for land application. The water(supernatant)separated from the sludge is discharged into a gravity sewer system and is conveyed to Grants Creek Wastewater Treatment Plant. The current sludge handling facility's capacity is 1.6 MGD of wastewater. 5 Section 3.0 Project 3.1 Proposed Project Summary SRU has experienced high costs in the past for disposing of wastewater generated at the water treatment plant because the wastewater is processed through the municipal wastewater treatment system. A previous project installed a centrifuge so that the dewatered solids could be utilized by Rowan County for beneficial ground coverage and/or land applied. At thepresent time, the wastewatergenerated at the water treatment plant is treated at the water treatment plan with a sedimentation process and the supernatant flows to the municipal sewer and is conveyed to the Grants Creek wastewater treatment plant.
