Beech Mountain W WTP

Watauga County
Division personnel have reviewed your request for speculative effluent limits for the
subject facility based on a proposed relocation of the treatment plant outfall. Per our telephone
conversation, the Town is only interested in speculative limits for ammonia, due to current
compliance issues. The Town is not considering plant expansion at this time and no other
parameters of concern were mentioned.
The proposed relocation would be a direct discharge into Buckeye Creek just below the
confluence of Grassy Gap Creek. This segment of the stream is classified as C Trout and the
estimated drainage area at the proposed discharge point is approximately 4.4 square miles. Using
equations from the United States Geological Survey (USGS) publication, "Low -Flow
Characteristics of Streams in North Carolina", the estimated stream flows are as follows:
Average flow = 10 cfs
Summer 7Q10 = 1.6 cfs
Winter 7Q10 = 2.5 cfs
30Q2 = 3.4 cfs
The summer and winter 7Q10 flows are used in determining effluent NH3 limits. Based
on these flows, a summer NH3 limit of 11 mg/1 based on protection against instream toxicity
would be required. A winter NH3 limit will not be given however effluent NH3 monitoring
would be required in the winter. An additional discharge site approximately 0.7 miles below
the mouth of Grassy Gap Creek was also reviewed. The estimated stream flows at this site are as
follows:
Average flow = 12 cfs
Summer 7Q10 = 1.9 cfs
Winter 7Q10 = 3.0 cfs
30Q2 = 4.2 cfs
Based on these flows, a summer NH3 limit of 13 mg/l based on protection against instream
toxicity would be required. A winter NH3 limit will not be given however effluent NH3

monitoring would be required in the winter. Parameters such as BODS and TSS were not
evaluated at this time.

Town of Beech Mountain is requesting speculative limits for relocation into
Buckeye Creek. Facility is a 0.080 MGD plant that currently discharges into
Grassy Gap Creek. Stream flows at the existing location are
QA = 2 cfs
S7g10 = 0.24 cfs
W7Q10 = 0.38 cfs
3002 = 0.52 cfs
Existing limits are BOD5 = 30 mg/I, TSS=30 mg/I, Fecal=200, TRC = 28 ug/I.
Beech Mt. Has summer and winter NH3 toxicity limits of 2 mg/I and 4 mg/I,
respectively. Note: WLA done in Jan. 1996 gave NH3 toxicity limits @ 0.080
MGD as 2.5 mg/I (summer) and 6.9 mg/I (winter). There is no
documentation as to why limits of 2 mg/I (s) and 4 mg/I (w) are given in the
permit.
Telecon with Seth Lawless, Town Manager, because Beech Mt. is having
problems meeting the NH3 limits, they want to relocate the discharge to a larger
receiving stream. They do not want to increase the design flow of the plant.
Buckeye Creek located downstream just at the mouth of Grassy Gap has a larger
7Q10 flow. Old notes in Beech Mt. WLA have two Buckeye Creek stream sites
that could be used by the Town.
Site 1 - USGS Station #03.4792.7165
DA = 3.4 square miles
Site 2 - USGS Station #03.4792.6265
DA = 5.3 square miles
Review of compliance data shows that Beech Mt. violated its monthly NH3 limit
four times from June 2000 through September 2000. In addition, during the 2000
year, there were 3 BOD5, 1 TSS, 1 Fecal, and three pH violations.
In 1999, Beech Mt. violated its monthly NH3 limit five times from June through
October. In addition, during the 1999 year, there was 1 BOD5, 1 TSS, and 1
Fecal monthly violation.
The Town did not send in a map with possible relocation sites for the
discharge. Told them to send in a map and we could estimate the NH3
limits at those sites.

1/23/01 — Town sent map of proposed discharge site, which is located just
downstream of the confluence of Grassy Gap Creek and Buckeye Creek. The
estimated drainage area combining 1987 USGS data for two sites at 1) the
mouth of Grassy Creek (0.92 mil) and 2) Buckeye Creek just above the mouth
(3.4 mi2), is 4.32 mil. Will use 4.4 mi2 as the proposed discharge point.
Estimated stream flows at the proposed site are:
QA = 10 cfs
s7g10 = 1.6 cfs
w7Q10 = 2.5 cfs
30Q2 = 3.4 cfs
The summer NH3 toxicity limit at this site would be 11 mg/I. The winter
limit would be 33.6 mg/I, however DWQ procedure requires that no NH3
limit above 20 mg/I be given, therefore only NH3 monitoring would be
required in the winter. (IWC = 7.2%)
Another downstream choice, site where DA = 5.3 mi2. Estimated stream flows
at this site are:
QA = 12 cfs
s7g10 = 1.9 cfs
w7010 = 3.0 cfs
30Q2 = 4.2 cfs
The summer NH3 toxicity limit at this site would be 13 mg/I. The winter
limit would be 40 mg/I, however DWQ procedure requires that no NH3 limit
above 20 mg/I be given, therefore only NH3 monitoring would be required
in the winter. (IWC = 6.1 %)

I'm writing on behalf of the Town of Beech Mountain, requesting that the Department
review the potential discharge of effluent from the Grassy Gap Wastewater Treatment
Plant into Buckeye Creek, and provide "speculative limits for the re -located discharge."
As you know, the discharge is currently permitted for Grassy Gap Creek.
Your attention to this matter is highly appreciated. The Town is exploring various
methods of gaining compliance for the Grassy Gap facility, and discharging into the
