This latter site or sites is intended to determine potential impacts from landfill. If you feel other sites are nec- essary please feel free to take samples. Please specify "low level metals" and include "Fecal Strep ". A list of known dischargers in this watershed is also attached. If any further information is necessary, please let me know. BUCHANAN RECREATIO►1 DIRECTOR ct RILEY FILLIN(AME I LIBRARIAN = YVONNE WHITSON Home of Spruce Pine Mineral and Gem Festival • r RESOLUTION OF TOWN BOARD OF ALDERMEN TOWN OF SPRUCE PINE. -NORTH CAROLINA REQUESTING RECLASSIFICATION OF THE , NORTH TOE RIVER FOR PUBLIC WATER SUPPLY WHEREAS, the Town of Spruce Pine presently obtains its water supply from two remote protected watersheds designated as Beaver Creek Watershed on the north side of Town and'Grassy Creek Watershed on the south side of Town, and WHEREAS,-water use by the Town of Spruce Pine exceeds the yield from these two watersheds during dry periods, and �< WHEREAS, the Town-of Spruce Pine-has had to impose water restrictions during the dry seasons for the past three years; and WHEREAS, engineering studies have shown that it is-not economically feasible to increase the yield from the existing watersheds, and WHEREAS, studies have shown that the most feasible source of additional water supply for the Town of Spruce Pine is from the North Toe River, and WHEREAS, two locations have been considered for withdrawing water from -the.North Toe River designated as Alternate No. 1 and'Alternate No. 2, and WHEREAS, Alternate No: 1, which is located at the 19E Crossing on the North Toe River, Is approx mately three miles east of the Town of Spruce Pine and has an estimated cost Of 3.7 million dollars, and Alternate No. 2, which is located at the east Town limits, has an estimated cost of 3.2 million dollars, and WHEREAS, Alternate No. l is, located above the mining operations in Mitchell and Avery Counties, and whereas Alternate No. 2 is located downstream from the mining operation. - WHEREAS, the Town of Spruce Pine desires to adopt Alternate No. 2 which is the'least. expensive alternate provided the North Toe River will be reclassified for public water supply use upstream from this .intake. NOW, THEREFORE, BE IT RESOLVED BY the Town Board of•Alderman, Town of Spruce Pine, request of the North Carolina Environmental Management Commission that the North Toe River be reclassified for use as a public water supply upstream from Mile 34, and if through sanitary surveys or other considerations, this reach of the North Toe River cannot be classified for a public water supply that the reach above 19E at approximate Mile 41.5 be reclassified for a public water supply use. ,,.,opted Town Board of Alderman, Town of Spruce Pine, 2.6 S� f e 8 , 1988.
