Mortality Management Methods

Methods other than those listed must be approved by the State Vetennanan,
Routine Mortality
Bunal three feet beneath the surface of the ground within 24 hours of knowfedge of animal
death, The burial must be at fast 300 feet from any flowing stream or public body of water
(G 5.106-403). The bottom of the bunal pit should be at least one foot above the seasonal
high wrater table. Attach bunal location map and plan
Landfill at municipal solid waste facility permuted by NC DEQ under GS 15A NCAC
1313 0200.
Rendering at a rendenng plant licensed under G S 106-168 7
Compete incineration according to 02 NCAC 52C 0102.
A composting system approved and permitted itte by the NC Department of Agriculture & Con-
sumer Services Veterinary n Division (attach copy of permit). If compost is distributed off -farm,
additional requirements must be met and a permit is required from NC DE .
In the case of dead poultry only, placing in a disposal pit of a size and design approved by the
NC epartment of Agriculture & Consumer Services (G.S. 10 - 4 * 0).

Mass Mortality Plan
Mass mortality plans are required for farms covered by an NPDES permrt. These plans are
also recommended for all animal operations This plan °Ames farrn-specrfic moor man

• A catastrophic mortality disposal plan is part of the facility's CAVVMP and is activated
when numbers of dead animals exceed normal mortality rates as specriied by the Slate
Veterinarian.

Pursuant to NCAC 52C0102, your request to compost swine mortality on your premises at 732 Barrow
Trail, Garysburg, NC in Northampton County is approved, The approval is granted under the foI1owrig
conditions and stipulations:
1. AID North Caroiina solid waste, air, water quality, and other applicable regulations mint be met in
siting and operation of the system
2. only poultry or swine are to be processed in this facility; NO bovine, caprine, ovine or cervid
species shall be processed
3. Mortality to be processed shall originate only from the identified premises and the finished
product is used solely on agricultural operations owned, operated, or leased, by the permiee
Q. The real product of the process must be stared, treated and utilized in accordance with all federal,
state, and local laws, regulations, and permit requirements; the final product shall not be sold
S. Temperatures shall be within MRCS guidelines to reach a minimum of 131 degrees F wittwn S
days of filling the unit and remain at least at 131 degrces F for a minimum of 5 consecutive days
to maintain the composting TOCS5 and reduce pathogen load
6. Dead animals are not to be removed from composting until all fleshntemal organs, and ether soft
tissue are fully decomposed

Division personnel and shall be sent to the Vctcnriary Division upon request

11. An application for a permit modification shall be required for changes in Facility ownership, an
incrcase in fncility capacity, or any other changes from the stipulations of this permit
12. in the event that movement of carcasses from the premises of origin to the compost facility on
another premises is specifically permitted by NCDA&CS, tlie owner must comply with conditions
in GS 1O6-I68.8 (5) and (6) followed by licensed renderers: The carcasses must he transported
within 24 hours of death in a leak -proof vessel or vehicle with a cover, to prevent spread of
disease by flies or other agents during the transportation. Prior to movement from the premiscs of
origin, the vessel or leak -proof container or vehicle containing the caresses must be disinfected
following loading of carcasses, to preverit the spread of disease. Fo1lowing unloading at the
compvs#tr, the vehicle or vessel must be cleaned and disinfected prior to leaving the composter
premiscs. The person loading and transporting the carcasses must wear rubber boots and suitable
protectve clothing. The boots must be disinfectcd prior to entering the premises with carcasses to
be moved, as well as after unloading carcasses at the compost facility, prior to leaving that
premises or entering a public area. Contaminated protective clothing must be discarded or
removed and safely disposed of to prevent carrying disease organisms away from the farm of
origin or the compost facility.
13. The Veterinary Division must be irnrnediately notified of any complicating issues involving
animal disease or environmental concerns
14. 'The State Vcterinarian reserves the right to cancel this permit if A specific concern for controlling
animal disease arises, or if any of the aforementioned conditions are not met.
This document shah in no circumstances be interpreted as an endorsement of any specific manufacturer or
type of mortality management system by the State Veicrinarian and the Oflice of the state Veterinarian
does not approve or disapprove the technical or perforrnance standards for specific makes or designs of
equipment.
Additiona1 requirements and regulations will apply from DENR, Division of solid Waste Management if
application for off -farm disposition of composted matcrial is requested (see G.S. 13OA3O929 and 15A
NCAC 138, Section .1400
