SUBJECT: CAMA Dredge/Fill Permit Application for Chesson, Furlough, and Parrish,
Carteret County, North Carolina.
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed the permit
application with regard to impacts on fish and wildlife resources. The project site is located at 1805 E.
Fort Macon Road within Tar Landing Bay in Atlantic Beach, NC. Our comments are provided in
accordance with provisions of the Coastal Area Management Act (G_S. 113A-100 through 113A-128), as
amended, Sections 401 and 404 of the Clean Water Act, as amended, the Endangered Species Act of
1973, as amended (16 U.S.C. 1531 et seq.), the Fish and Wildlife Coordination Act (48 Stat. 401, as
amended; 16 U.S.C. 661 ct seq.), the Magnuson -Stevens Fishery Conservation and Management Act
(FCMA), as amended (16 U.S.C. 1801 et seq.), and the Migratory Bird Treaty Act (16 U.S.C. 703-712 et
seq.).
The applicants propose to construct a shared six slip docking facility. This facility would be a 5' by
1,158' pier that would straddle the property line. Another 5' by 98' pier would connect at an existing
neighboring access to the west. At the waterward terminus of the structure, a 16' by 16' fixed platform
would be constructed. North of this platform, a 4' by 88' "T" head would create six slips, each with a 12'
by 13' lift outlined by four 3' by 24' finger piers. A 6' by 20' floating platform is proposed to be
connected via a 3' by 12' gangway. Water depths in the slip area range from -0.5' to -1.1' NLW. The
Environmental Management Commission classifies the area as SA HQW, the area is closed to shellfish
harvesting, and submerged aquatic vegetation (SAV) may be in the area.
The NCWRC has reviewed the permit application and is concerned with the proposed slips and the
potential impacts they may have on shallow water habitats, such as SAV. To address these concerns, the

NCWRC recommends the applicant extend the docking facility to deeper depths so as not to scour bottom
substrates or sear SAV. We also request the floating platform be changed to fixed or include stops to
prevent the structure from sitting on the bottom.
