MitigationServices(DMS).Theprojectrestored,enhanced,andpreservedatotalof7,437linearfeet
(LF)ofperennialandintermittentstreamin
SurryCounty,NC.TheSiteislocatedwithintheDMS
targetedwatershedfortheYadkinRiverBasinHydrologicUnitCode(HUC)03040101110040andtheNC
DivisionofWaterResources(NCDWR)Subbasin030703.Theprojectisproviding6,107.300cool
streammitigationunits(SMUs)fortheYadkinRiverBasinHUC03040101(Yadkin01).
TheSitehasalonghistoryofagriculturalactivityandmostofthestressorstostreamfunctionsare
relatedtothishistoricandcurrentlandusepractices.ThemajorstreamstressorsfortheSitewere
concentratedagriculturalrunoffinputs,degradedinstreamhabitat,activestreamincision,lackof
stabilizingstreamsidevegetation,bankerosionandfailure,andthelackofbedformdiversity.Theeffects
ofthesestressorsresultedindegradedwaterqualityandhabitatthroughouttheSitewhencomparedto
referenceconditions.TheprojectapproachfortheSitefocusedonevaluatingthe{źƷĻƭexisting
functionalconditionandevaluatingitspotentialforrecoveryandneedforintervention.
Theprojectgoalsdefinedinthemitigationplan(Wildlands,2019)wereestablishedwithcareful
considerationof2009UpperYadkinPeeDeeRiverBasinRestorationPriorities(RBRP)goalsand
objectivestoaddressstressorsidentifiedinthewatershed.Theestablishedprojectgoalsinclude:
Improvestreamchannelstability,
Stabilizeerodingstreambanks,
Excludelivestockfromstreamchannels,
Reconnectchannelswithhistoricfloodplains,
Improveinstreamhabitat,
Reducesedimentandnutrientinputfromadjacentfarmfields,
Restoreandenhancenativefloodplainvegetation,and
Permanentlyprotecttheprojectsitefromdegradationalimpacts.
Monitoringyear(MY)3assessmentsandsitevisitswerecompletedbetweenJanuaryandOctober2022
toassesstheconditionsoftheproject.AllSitewidemeasuresthatwereimplementedinlateJulyof2021
toaddressissuesidentifiedduringtheMY1IRTCreditReleaseSiteWalkonJuly13,2021arestill
functioningasexpected.Areasthatweredisturbedduringtheconstruction/implementationofthese
measureswerereplantedin2022.
Overall,theSitehasmettherequiredstream,hydrology,andvegetationsuccesscriteriaforMY3andis
performingasintended.HerbaceousvegetationhasbecomewellestablishedthroughouttheSite.The
MY3vegetationsurveysshowanaverageplantedstemdensityof454stemsperacre,andtheSiteison
tracktomeettheMY5requirementof260stemsperacre.Geomorphicsurveysshowthatcross
sectionaldimensionscloselymatchbaselineconditionswithonlyminoradjustments.TheMY3visual
assessmentdidnotidentifyanyareasoflowstemdensity,bareground,ornewstreamareasofconcern.
AllmonitoredreachesreceivedatleastonebankfulleventinMY3.Theinstreamflowgagelocatedon
UT2recorded261daysofconsecutivebaseflowin2022or100%ofthemonitoredperiodforMY3.Afew
smallareasofinvasivespecieswerenotedandtreated.Encroachmentissueshavebeenresolved,and
nootherissueswereobservedduringtheSiteassessmentfieldwalkinSeptember2022.Wildlandswill
continuetomonitortheseareasthroughoutthesevenyearmonitoringperiod.Ifnecessary,adaptive
maintenancemeasureswillbeimplementedtobenefittheecologicalhealthoftheSite.

MountAiry,NCintheYadkinRiverBasinHUC03040101110040andNCDWRSubbasin030703.
LocatedintheSmithRiverAllochthonofthePiedmontphysiographicprovince(NCGS,1985),theproject
watershedispredominatelyforestedlandwithsomeareasofagricultureincludingtheSite.
TheSiteislocatedononeparcel,bisectedbyKeyRoadcreatingawesternsideandaneasternside
(hereinreferencedastheWestsideandtheEastside)totheproject.BullCreekistheprimarystream,
whichflowssoutheastthroughthecenteroftheSite.Therearefiveunnamedtributaries(UT1,UT2,
UT2AC,UT3,andUT3AC)thatjoinBullCreekwithintheSitelimits.TheWestsideoftheproject
containstheupstreamportionofBullCreek(Reaches1A,1B,and2),aswellasUT1A,UT1B,andUT1C.
UT1CjoinsBullCreekReach2nearthebottomoftheWestSideoftheSiteandflowsthroughaculvert
underKeyRoadintotheeasternsideoftheSite.TheEastSideofthesitecontainsthedownstream
portionofBullCreek(Reach3and4),aswellasUT2,UT2AC,UT3,UT3AC.
ThefinalmitigationplanwassubmittedandacceptedbyDMSinOctoberof2018andtheIRTinJanuary
of2019.ConstructionactivitieswerecompletedinApril2020byCarolinaEnvironmentalContracting,
Inc.KeeMapping&Surveying,PLLC.completedtheasbuiltsurveyinJune2020.Plantingwas
completedfollowingconstructioninApril2020byBrutonNaturalSystems,Inc.Aconservation
easement(CE)hasbeenrecordedandisinplaceon20.8acres.

Priortoconstruction,theSitehadbeenprimarilyusedforagriculture.Landsupstreamanddownstream
oftheSitearepredominantlyforestedthoughtherearesomeareasofagriculturallandsandsmall
residentialareaswithinthewatershed.AgriculturalactivitieswithintheSitehadledtostreamsin
variousstagesofimpairment.MostofthestreamsontheSitewereimpairedfromlimitedtonon
existentbuffers,concentratedagriculturalrunoffinputs,degradedinstreamhabitat,activestream
incision,bankerosionandfailure,andthelackofbedformdiversity.Preconstructionconditionsare
outlinedinTable3andinTable9ofAppendixC.
TheSitedrainsapproximately2.15squaremilesofruralland,predominantlyactivelygrazedpasture
withthedownstreamextentoftheSiteforested.ValleysthroughouttheWestsidehavemoderately
steepwallswithalluvialbottoms,whereasvalleysalongtheupstreamextentsoftheƦƩƚƆĻĭƷƭEastside
tributariesarenarrowwithcolluvialbottoms.DownstreamoftheSite,BullCreekcontinuessoutheastto
jointheAraratRiverneartheCedarHillcommunity.

AnnualmonitoringforMY3wasconductedbetweenJanuaryandOctober2022toassessthecondition
oftheproject.Thestream,vegetation,andhydrologicsuccesscriteriafortheSitefollowstheapproved
successcriteriapresentedintheKeyMillMitigationPlan(Wildlands,2019).Monitoringfeaturesand
locationsareshowninFigures1Α1c.RefertoTable14fortheƦƩƚƆĻĭƷƭactivityandreportinghistory.
AlltheareasthatwerepreviouslyrepairedinJuly2021,asoutlinedinthe{źƷĻƭAdaptiveManagement
Plan,weresuccessfullyreplantedinearly2022andaredoingwell.Wildlandswillcontinueassessing
theseareasthroughoutthesevenyearmonitoringperiodfortheproject.
2.1 VegetationAssessment
Vegetationplotmonitoringisbeingconductedinpostconstructionmonitoringyears1,2,3,5,and7.
Permanentplotsaremonitoredinaccordancewiththeguidelinesandproceduresdevelopedbythe
CarolinaVegetationSurveyEEPLevel2Protocol(Leeetal.,2008)andthe2016USACEStreamand
WetlandMitigationGuidancetoassessthevegetationsuccess.Atotalof8permanentvegetationplots
wereestablishedwithintheprojecteasementareausingeithera10meterby10metersquareplotora
5meterby20meterrectangularplot.Inaddition,5mobilevegetationplotswererelocatedinMY3
throughouttheplantedconservationeasement,asdescribedinthe{źƷĻƭBaselineConditionsReport
(Wildlands,2020).ToevaluatetherandomvegetationperformancefortheSite,mobileplotswill
continuetobereestablishedindifferentrandomlocationsinmonitoringyears5and7.Mobile

vegetationplotassessmentswilldocumentstems,species,andheightusing100metercircular,square,
orrectangularplots.Thefinalvegetativeperformancestandardforallplotsisthesurvivalof210planted
stemsperacre,withanaverageheightof10ft,intheplantedriparianareasattheendoftherequired
sevenyearmonitoringperiod.TheinterimmeasureofvegetativesuccessfortheSitewillbethesurvival
ofatleast320plantedstemsperacreattheendofMY3andatleast260stemsperacre,withan
averageheightof7ft,attheendofMY5.
TheMY3vegetationsurveywascompletedinAugust2022andresultedinanaverageplantedstem
densityof454stemsperacreforallmonitoredpermanentandmobilevegetationplots.Elevenoutof
the13plotsindividuallyexceededtheMY3interimrequirementwithdensitiesrangingfrom364to567.
ThetwoplotsthatslightlymissedtheMY3targetdensitycriteriawerepermanentvegetationplots2
and5,bothofwhichhadanaverageof283plantedstemsperacre.Themajorityofthesurvivingstems
throughoutthemonitoredplotsappeartobethrivingwithavigorof3orgreater(aplanthealth
indicatorofgoodorbetter).TheaverageMY3stemheightforallmonitoredplotsis4.4feet,whichis1.8
feettallerthantheaverageheightinMY2.Allplotsareontracktomeetthestemdensityandheight
performancecriteriaforbothMY5andMY7.

2.2 VegetationAreasofConcernandManagementActivity
Overall,herbaceousgroundcovercontinuestobecomewellestablishedthroughouttheSiteand
wetlandvegetationcontinuestofillinthewetseeps,stabilizingthesoil.Areasoflowstemdensity
and/orofbareorpoorherbaceouscover,notedduringMY1,weresupplementallyplantedandseeded
inearlyMY2.Theseareascontinuetothriveandarenolongerofconcern.Therewerenoareasofbare
groundorlowstemdensitynotedinMY3.
Additionalsupplementalplantingofwoodyvegetationandlivestakesoccurredin2022torevegetate
disturbedareascreatedwhenearthworkwasconductedtoaddressissuesidentifiedduringtheMY1IRT
CreditReleaseSiteWalkonJuly13,2021.Thoughtheseareasweresupposedbereplantedinearly2022,

miscommunicationinadvertentlycausedthedormantwindowinearly2022topass.Though
unfortunate,theareashadbeenstabilizedwithbothtemporaryandpermanentriparianseedandwere
stnd
notexperiencinganybareorerosionalareas.Inhopestooffsetthisoversight,onDecember1
and2,
2022,Wildlandsinstalled100,1and2gallonwoodycontainerplantsandapproximately60livestake
cuttingsthatwereharvestedonsite.Thetypeofplantedwoodyspecies,numberofspecies,and
containersizeareincludedinthetablebelow.Allofthespecies,exceptforspicebush(Linderabenzoin),
hadbeenpreviouslyapproved;however,duetoextremelylimitednurserystock,Wildlandsdetermined
thatspicebushwasthebestchoicesincewecommonlyusethespeciesonourprojects,ithasahigh
wildlifevalue,andisappropriatefortheplantcommunity.Wildlandsisrequestingapprovalforthe
inclusionofspicebushintothe{źƷĻƭplantinglist.IfforsomereasonspicebushźƭƓƷapproved,Wildlands
willrefrainfromcountingthespeciesaspartoftheplantedstemdensitiesforvegetativeperformance.

years,invasivepopulationscontinuetoremaininsmall,isolatedpocketsthroughouttheeasement.In
efforttokeepinvasivestoaminimum,Wildlandsconductedherbicidalapplicationsonthefollowing
species:Marshdewflower(Murdanniakeisak)andcattails(Typhalatifolia)inJuly,treeofheaven
(Ailanthusaltissima)inSeptemberandOctober,andChineseprivet(Ligustrumsinese)andmultiflora
rose(Rosamultiflora)inOctober.Noneoftheinvasivepopulationpocketsexceededthemapping
threshold;therefore,nonewereincludedontheCCPVfigures.
InJulyof2022,theentireSiteCEboundarywaswalked,andmultipleviolationsweredocumented.The
landownerwascontactedandaskedtoaddresstheissues.AfollowupSitewalkwasconductedin
Septemberof2022.AllissueshadbeenresolvedandtherewerenoadditionalCEissuesnotedatthat
time.
2.3 StreamAssessment
Morphologicalsurveyswillbeperformedoneachrestorationreachformonitoringyears1,2,3,5and7
andwillfollowthe2016USACEStreamandWetlandMitigationGuidance.Rifflecrosssectionsonthe
restorationreachesshouldbestableandshowlittlechangeinbankfullarea,maximumdepthratio,and
widthtodepthratio.Allrifflecrosssectionsshouldfallwithintheparametersdefinedforthe
designatedstreamtype.Ifanychangesdooccur,thesechangeswillbeevaluatedtoassesswhetherthe
streamchannelisshowingsignsofinstability.Indicatorsofinstabilityincludeaverticallyincisingthalweg
and/orerodingchannelbanks.Remedialactionwouldnotbetakenifchannelchangesindicatea

movementtowardstability.Substratematerialsshouldindicateaprogressiontowardsorthe
maintenanceofcoarsermaterialsintherifflefeaturesandsmallerparticlesinthepoolfeatures.
Fifteenpermanentcrosssectionswereinstalledtoassesschanneldimensionsovertime.Morphological
surveysforMY3wereconductedinJuly2022.Overall,crosssection
surveyresultsindicatethatmostof
theĭŷğƓƓĻƌƭdimensionsarestableandfunctioningasdesignedwithminimaladjustments.Changes
occurringwithinafewcrosssectionsincludeslightvariationsincrosssectionalareasandwidths,aswell
asmeandepths.Bankheightratios(BHR)atsurveyedcrosssectionswerelessthan
1.2forallreaches,
exceptforcrosssection9(XS9)onUT1BandXS10onUT1C.XS9hasaBHRof1.2,butthechannel
incisionisminimal.Itistheaggradationwithinthefloodplainthathasraisedbankheightsandis
contributingtothehigherBHR.XS10alsohasaBHRof1.2;however,thebedscouratthiscrosssection
occurredinMY1.Sincethen,noadditionalbedscourhasoccurred.Overall,allchannelsarestableand
havemaintainedtheconstructedriffleandpoolsequence.ERresultsaregreaterthan2.2forall
measuredcrosssections.Minorchangesincrosssectionalprofilesarenormalforarestoredstreamand
areexamplesofhowachanneladjuststomaintainstabilityfromnaturalprocesseslikerainevents,a
lackofmaturewoodyvegetationalongthestreambank,herbaceousgrowthalongthebanks,and/or
sedimenttransportprocessesortogradingofrepairareas.Theseminorchangesdonotindicatechannel
instability.SeeSection2.4forfurtherdiscussionaboutstreamareasofconcern.

2.4 StreamAreasofConcernandManagementActivity
MY3streamandvisualassessmentsrevealedthatover98%ofthe{źƷĻƭreachesarestableand
performingasintended.Therewerenonewstreamareasofconcern(AOC)notedinMY3.ExistingAOCs
thatwerenotedMY2,includelocalizedinstancesofaggradation(BullCreekReach1AandUT3C)andthe
displacementandpipingoflogswithinalogrollerriffleonBullCreekReach3.Maintenancewiththeuse
ofhandtoolsisscheduledtooccurinearly2023torepairthepipinglogwithintheriffle;however,
Wildlandsdoesnotplantoresetthedislocatedlogsinceitisnotcurrentlycausinganyissuesof
instability.Nomaintenanceisscheduledfortheareasoflocalizedaggradation,either.Sediment
accumulationhasceased,andstreamprocessesarestartingtomoveitthroughthesystem.Areasof
concernarenotedinFigures1a1c.SeeAppendixAforpicturespertainingtotheAreasofConcern.
2.5 StreamHydrologyAssessment
FiveautomatedpressuretransducerswereinstalledinMY0todocumentstreamhydrologythroughout
thesevenyearmonitoringperiod.InMY3,anadditionaltransducerandmanualcrestgagewere
installedalongBullCreekReach1BandReach3,respectively,toserveasbackupgagesand/orchecks
onBullCreekReach1AandReach3,sinceneitherrecordedabankfulleventinMY2.Henceforth,these
devicesarereferredtoasͻĭƩĻƭƷgagesΛ/DΜͼandͻƒğƓǒğƌcrestgageΛa/DΜͼforthoserecordingbankfull
eventsandͻƭƷƩĻğƒgagesΛ{DΜͼforthosedocumentingconsecutivedaysofbaseflow.Attheendofthe
sevenyearmonitoringperiod,fourormorebankfullfloweventsmusthaveoccurredinseparateyears
oneachoftherestorationreachesandintermittentchannelshavemaintained30consecutivedaysof
baseflowineachmonitoringyear.Pressuretransducersareprogrammedtorecorddataevery2hours
andhavecapturedmanyhighfloweventssincemonitoringcommencedinMY1.
AveragerainfallinMY3exceededtheamountrecordedinMY2.Automatedcrestgages(CG)1Α4
recordedatleastonebankfulleventoneachoftherestorationreachesinMY3.Thoughthemanual
crestgage,1,andtheautomatedCG6wereaddedinMY3,eachrecordedatleastonebankfullevent.At
thebeginningofMY3,eachgagewascheckedforaccuracyandreplacedifneededtoensureaccurate

HerbaceousgroundcoveriswellestablishedthroughoutmostoftheSite,andtheoverallaverage
plantedstemdensityfortheSiteis454stemsperacre,whichisexceedstheMY3requirementof320
stemsperacrebymorethan10%for11outof13plots.Overall,geomorphicsurveysindicatethatcross
sectionaldimensionscloselymatchbaselineconditionswithsomeminoradjustments,andthestreams
arefunctioningasintended.Atleastonebankfulleventwasdocumentedoneachofthe5monitored
reachesinMY3,and Ћƭbaseflowexceededthe30dayrequirementforintermittentstreams,witha
totalof261daysofconsecutiveflow.TheMY3visualassessmentidentifiednonewareasofconcern.A
fewisolatedareasofaggradationonBullCreekReach1AandUT3C,aswellasstructureissueswithina
