This site will be a single family residence with a dock/pier for water access. The
proposed construction methodology will be consistent with projects of this type and
will involve driving of timber pile and vinyl sheeting with deadmen, placement or rock
and traditional stick built home construction. There will be an on -site septic system
(permitted through Beaufort County Health Dept.). The types of equipment and exact
methodology will be determined by licensed contractors. Equipment and materials will
be stored on site.

The proposed buffer zone impacts were minimized to the greatest extent possible.
The proposed impacts are for a single family residence. All proposed work and
shoreline stabilization has been submitted as a CAMA Major permit and it is
understood that shoreline protection work is exempt from Buffer Zone permitting.

The proposed single family residence was paced as far landward as possible to meet
county setback requirements and septic permit conditions. The amount of the
proposed residence within the Zone 2 Buffer was minimized to the greatest extent
possible.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Silt fencing will be utilized to prevent any material from eroding or washing into the
buffers or adjacent water. All material will be graded and seeded as to not promote
erosion. All construction equipment stored on -site will be kept outside of the buffer.

CAMA Major Permit
Project Narrative
The project is located on Strawhorn Drive in rural unincorporated Beaufort County, North Carolina. For
reference, the property is approximately centered on 35.3393531N and-76.6535821W. The subject
property is currently 4.02 acres of undeveloped wooded uplands and wetlands. When platted in 1997, the
property was over 6 acres and has been reduced in size dues to erosion. Coastal section 404 wetlands
are present on the site and dominate the wetland type. Other section 404 wetlands include scrub -shrub
wetlands that are at a higher ground elevation than the coastal wetlands. This property is situated on the
Pamlico River and is suffering from a high rate of erosion due to the large amount of fetch near the mouth
of the river. It can be seen using Google Earth historic aerials that the shoreline has eroded substantially
in the last 20 years due to its exposure to the NE winds that dominate the area. Not only have the
wetlands eroded, but the uplands are being eroded in the proximity of the future homesite location.
A Section 404 and Coastal wetland delineation was performed by Quible & Associates P.C. on June 29,
2022, and a jurisdictional determination or Delineation Concurrence (DC) request has been submitted to
US Army Corps of Engineers. Representatives from NC Division of Coastal Management (NCDCM)
joined Quible and the owners, Erica and Jong Sob Kim, on June 29th to review coastal wetlands, upland
erosion, and to discuss pertinent CAMA rules and regulations. A lot survey followed and was completed
by Sorrell Land Surveying. The survey included the location of the wetlands (Section 404 coastal and
non -coastal), the NLW shoreline, water depths and existing structures. Existing structures include
dilapidated bulkhead alignments (completely washed out) and areas of rip rap. The upland soil types
behind the old bulkheads are clay dominated and include erosion escarpments that are retreating
landward.
Sheet 1 of the CAMA Major Plan shows the current conditions and shoreline as well as the originally
platted shoreline. The extensive amount of land lost since the lot was platted originally in 1997 is evident.
The Kim's are proposing the following development activities on the subject property:
A. Single Family Residence with On -site Septic System:
The residential house footprint is depicted on the CAMA plan along with the proposed on -site
septic system. Every point of the septic system will be at least 100 LF from coastal waters and 50
LF from coastal wetlands. Beaufort County Health Dept. has evaluated soil conditions in this
location and has found them to be provisionally suitable for an on -site septic system (permit is
attached).
B. Shoreline Stabilization:
A 420 LF bulkhead is proposed around the existing peninsula, this would include 4,168 sf of fill to
be placed below NWL to reclaim some of the extensive shoreline loss and stabilize the peninsula.
We have minimized the amount of reclamation needed to be able to build and protect the future
home. A 294 LF rip rap revetment, with 12 ft wide base, is proposed in front of the proposed
bulkhead to prevent scour and to protect the proposed bulkhead from the extreme wave action in
the area. Additionally, a 642 LF costal marsh protection revetment, with a 12 ft wide base, is
proposed along the north facing shoreline. This would tie into the proposed revetment in front of
the proposed bulkhead and help to protect the coastal marsh shoreline against erosion from the
extensive wave action coming from the NE. It is possible that only a portion of this revetment will
be built in the near future, depending on the project budget.
C. Pier and Platform:
A 94 LF by 6 ft wide pier is proposed at the end of the existing peninsula, beginning on the
uplands and extending over the bulkhead and proposed riprap in a NNE direction. This pier would
include a 12 ft by 12 ft platform at the end, with a 12 ft by 12 ft boat lift. A water depth of 2.6'
(NAVD88) is present at the end of the proposed pier.

The proposed proponent herby certifies that all information contained herein is true, accurate,
and complete to the best of my knowledge and belief. The project proponent herby requests that
the certifying authority review and take action on this CWA 401 certification request within the
applicable reasonable period of time. On November 11, 2022, we received feedback from NC
Division of Water Resources (NCDWR) that we will be required to receive a Tar -Pamlico Buffer
Zone Authorization for Zone 2 Buffer Zone coverage impacts. It is understood that will be
required before issuance of the CAMA Major Permit or this will be conditions in the Permit. The
applicant plans on submitting for the Buffer Zone Authorization once the submission package is
accepted as complete by NCDCM.
