The North Carolina Division of Water Resources conducted an inspection of the City of Lenoir DCAR on
1/10/2023. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non-discharge Permit No. WQ0010059. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Melanie Kemp and Mara Chamlee, with the Asheville Regional Office, conducted a compliance evaluation of the City of
Lenoir’s DCAR program on January 10, 2023. This inspection was conducted to assess whether solids are being processed
in accordance with non-discharge permit WQ0010059. Donnie Hawkins (ORC on-site), Ronnie Hendrix (Lab Supervisor
on-site), Jeff Church (Operations Manager), Radford Thomas (Public Services Director for Town of Lenoir), and Jake Soots
(Biosolids operator) were all present and assisted with the inspection.
Residuals from the permitted facilities are stored in a sludge tank before being mixed with an emulsion polymer, belt
pressed, thermally dried, and stored in a covered area outside (drains back to headworks) before being distributed. Users
include farmers and the Public Works Department from the Town of Lenoir. Currently, based on staffing, residuals are
processed 3 days/week, 12-24 hours/day. Approximately 164 dry tons of product were distributed in 2022, but a more
accurate number will be calculated and provided on the annual report. After drying, the facility measures and tracks %TS
daily which is typically >90%. Temperature is monitored on the belt press and double-checked with an instant-read laser
thermometer gun. The temperature at the time of the inspection was approximately 200 degrees F.
All paperwork was in order at the time of the inspection (O&M Plan, lab reports, current permit, Residuals Information Sheet,
hauling records). Sampling results from February, October, and December 2022 were briefly reviewed to ensure samples are
being analyzed for metals, nutrients, and pathogen and vector attraction reduction parameters. Non-hazardous
characterization of residuals samples were analyzed in July 2021, meeting the once per permit cycle requirement.
