Carolina Water Service is responding to the NOD (NOD-2022-PC-0199) letter that was received on December
14, 2022. The letter states that we failed to meet the required ORC visit requirements for the plant.
In response, we have met with our internal staff to review the deficiency that was referenced above. After the
review, the ORC and Back-up ORC were instructed to comply with the visitation requirements listed in the
NPDES permit under Part II, "Standard Conditions for NPDES Permit", Section C.1.
In addition, we are currently training additional operations staff through field work, cross -training, and
certification schools. Once these team members pass the certification exam, this will allow CWSNC the
additional flexibility when designating certified operators over various systems. We actually hope to complete
an ORC change submittal in the near future, to address this particular wastewater system.
