Finding: Sample filtration for some samples takes up to one hour. Requirement: If complete filtration takes more than 10 minutes increase filter diameter or decrease sample volume. Ref: Standard Methods, 18th Edition, 2540 D. (3) (b) Recommendation: The laboratory is using a gooch crucible filtration system. It is recommended that the laboratory increase the filter diameter. Decreasing sample volume may not yield an adequate reporting limit for compliance purposes. The paper trail consisted of comparing laboratory benchsheets and contract lab reports to Discharge Monitoring Reports (DMRs) submitted to the North Carolina Division of Water Quality. Data were reviewed for NPDES permit # NC0037834 and NC0050342 for June, July and August, 2011. No transcription errors were detected. The facility appears to be doing a good job of accurately transcribing data. V. CONCLUSIONS: Correcting the above -cited finding and implementing the recommendation will help this lab to produce quality data and meet certification requirements. II. GENERAL COMMENTS: The laboratory was neat and well organized. Bench sheets were well designed and included pertinent details that make the review process easier. The laboratory retains previously analyzed samples for use as quality control checks. These are issued as blind performance samples to analysts. This is a unique and innovative quality control procedure. Chemical receipt, reagent preparation and consumable traceability were well documented. Comment A few instances were observed of documentation indicating a preservation failure (the presence of total residual chlorine) and no corrective action was taken. The North Carolina Administrative Code, 15A NCAC 2H .0805 (a) (7) (N) states: "At any time a laboratory receives samples which do not meet sample collection, holding time, or preservation requirements, the laboratory must notify the sample collector or client and secure another sample if possible. If another sample cannot be secured, the original sample may be analyzed but the results reported must be qualified with the nature of the infraction(s) and the laboratory must notify the State Laboratory about the infraction(s). The notification must include a statement indicating corrective actions taken to prevent the problem for future samples." Notification of acceptable corrective action (i.e. a statement that total residual chlorine test strips will be used to check de -chlorination of fecal coliform samples) was received by e-mail on 12/5/2011. No further response is necessary for this finding. Comment: Adequate de -chlorinating agent was being added to neutralize the concentration of residual chlorine in the samples. DPD powder was used to detect the presence of any residual chlorine. On occasion a slight pink was detected that produced a reading of about 50 Ng/L when checked on a pocket colorimeter. The pocket colorimeter is only accurate to concentrations of approximately 100 ,ug/L. It is possible that an interference caused by manganese is producing the color.
