SUBJECT: Compliance Inspection Report
City of Raleigh -Wrenn Road
Non -discharge Permit No. WQ0002708
Wake County
Dear Permittee:
On December 16, 2022, Dorothy Robson from the Raleigh Regional Office visited your facility to evaluate
compliance with the Nondischarge Permit WQ0002708.
Division records indicate the facility operates an influent splitter box, a divided 25-acre 80-million-gallon
(MG) clay -lined gravity -thickening lagoon; a liquid sodium hypochlorite disinfection system including three
(3) 1,500-gallon per min (GPM) vertical turbine pumps; 254.80-acre spray irrigation area; and all
associated piping, valves, controls, and appurtenances.
During the inspection, the following was observed:
Schedule (Section I of permit):
1.The facility has no scheduling issues at the time of the inspection.
Performance (Section II):
2.The facility maintains and operates the wastewater facilities as described in the permit.
Operation and Maintenance (O&M) (Section III):
3.An O&M Plan, Spill Control Prevention Plan (SPCP), and safety measures were readily available and
observed.
4.The lagoons were in good condition.
5.Vegetative cover was observed on/along pipe runs and erosion control areas.
6.Public access is restricted at the wastewater treatment and storage facilities.
7.Freeboard has not been less than two (2) feet in the two lagoons.
8.Monitoring gauges were readily visible and in good conditions in the lagoons.
9.Flow meters are maintained and calibrated yearly.
10.Vegetative covering was well maintained on the berms, pipe runs and embankments with no
overgrown shrubs or trees.
11.0n-site monitoring wells were in good condition and well maintained. One well (MW-B-3) was
damaged when a tree fell on it. However, the well was still intact and minor damage was observed to
the concrete pad and metal pipe.

Monitoring and Reporting (Section IV):
12.The wastewater is sampled and monitored for compliance in accordance with the permit.
13.Record tracking documents (NDMR/NDARs/GW-59) were well maintained and readily available for
review.
14.Annual soil analysis was also made available for review. pH values were low and lime was
recommended. DEQ suggests following the soil analysis recommendations for adding lime.

15.The facility performs maintenance and inspects the facility daily and maintains written and digital logs.
General Conditions (Section VI):
16.The permittee is in compliance with the permit conditions.
This report is a notification of the results of the compliance inspection. No violations were observed at the
