Mr. Bell,
Thank you for allowing the Lake Norman Woods HOA the opportunity to respond to the following Notice of
Deficiency dated November 2022; received on December 7, 2022. This response pertains to the following
observed noted in the Compliance Evaluation Inspection:
As pointed out in the Compliance Evaluation Letter, several complications were observed at the plant; in
particular the condition of the manifold at the aeration basin. Additionally, there have been complications with the
diffusers and diffuser piping, and the returns and skimmers. Remediation measures include the use ofa temporary
header, and the replacement of returns, skimmers, diffusers, and diffuser pipes. We plan to completely replace the
manifold with 4" galvanized steel within the next six months in order to prevent future violations.
The evaluation letter states that `the facility was not being operated/visited by one of the designated backup ORCs
following the resignation of the previous ORC in September 2022.". It was instructed that the permittee ensure
one of the backup ORCs operates/visits the facility until a new ORC is designated (within 120 days). On
11/21/2022, an updated ORC designation change was submitted and processed; appointing Todd Robinson (WW-
IV certificate number 989809) as ORC of the facility, and David McDaniel and Daniel Gatewood to serve as
backup ORCs.
It is always the goal of the Lake Norman Woods HOA to remain in compliance with regulations set forth by the
Division of Water Resources. It is our request that our cooperation and action in these matters be taken into
account by the Division when proceeding with enforcement.
