Below is a brief update on the SOC and associated projects: 1. Albemarle received funding through the Division of Water Infrastructure for $16,453,000 in funding for a major renovation to the Long Creek Wastewater Treatment Plant. The primary objective of the project is to transition the aeration process from the floating aerators over to diffused aeration. The project would also provide for 8,000,000 gallons of flow equalization volume to manage peak flow events. 2. The Engineering Report was submitted to the NCDEQ Wastewater Projects Unit on August 25, 2021. 3. A Request for Additional Information was received on November 9th, 2021. 4. The revised Engineering Report was submitted back to the Division of Water Infrastructure on December 8th, 2021. 5. The project cost has increased to $19,385,000. This was presented to the Albemarle City Council in December of 2021 and Council re -affirmed their commitment to the project. 6. The Final Engineering Report was submitted on April 18th, 2022. We received a verbal and email approval on August 8th, 2022. A hardcopy and electronic copy of the Engineering Report was delivered to the Division of Water Infrastructure on August 10tn 7. On June 22, 2022, the City submitted a revised SOC application with new proposed milestone completion dates. These dates reflect the scope and timeline of the proposed improvements at the WWTP, project CS370522-08. 8. The City is under contract with LKC Engineering to complete the design of the proposed upgrades at the Long Creek WWTP. Survey has been completed and design is underway on the upgrades LCWWTP. 9. Albemarle's Council voted to utilize all funds obligated under CS370522-07 on gravity sewer rehabilitation. The Phase 3 project includes an investment of $6,156,000 on the rehabilitation of 24", 18", 12", and 8" gravity sewer along two major outfalls that are known sources of inflow and infiltration. 10. The project CS370522-07 is currently in the design phase and will be submitted to DWI for review February 2022. The project is expected to begin construction in the Summer of 2022 and take approximately nine months to complete. The project design package for project CS370522-07 was submitted to DWI in early February. DWI completed its review and provided comments on April 15T, 2022. Final design package was submitted on July 7th. We received Plans and Specifications Funding Approval from NCDWI on July 12th 12. On June 22, 2022, the City submitted a revised SOC application with new proposed milestone completion dates. 13. Project bids were received on November 8th, 2022. Three bids were received with Dellinger, Inc. being the apparent low bidder with the amount of $6,743,210. The City would like to move forward with completing the entire scope of the project according to the bid documents. The City has preliminary received approval from the Division of Water Infrastructure to request additional loan funds ($1,548,210) to complete the project. Since the request in additional funds is greater than 10% of the original loan amount ($6,156,000), the City will need to go back through the LGC process to secure the additional funds. The request for additional funding will need to first be approved by the City Council at its next meeting on January 23rd, 2023 before requesting to be on LGC's meeting agenda on March 7, 2023. Once LGC approves the additional funds, the City will move forward with awarding the contract. Construction is expected to begin in early summer of 2023.
