| was recently contacted bv the consultant for the Southeast Reliability Project (SERP) Dominion's natural gas pipeline
that will go through 3 states, including North Carolina (200 miles). It will likely be a 36" pipe with a 125'wide easement,
There is no current ROW for the pipeline to follow.
From Wilmington's website, it looks like these regulators/project managers will be involved:
Craig Brown: Northampton, Halifax, Nash and Wilson Counties Tyler Crumbley: Cumberland and Sampson Counties
Emily Hughes: Robeson
David Shaeffer: Johnston
I talked with Dale Beter on 8/26 and he said that he had discussed the project with Scott. Scot thought that since the
majority of the project fell within the area covered by the Raleigh Office, that the Raleigh Office should take the lead for
permitting. I talked with David Bailey (Acting Chief), and he figured since I had the most counties impacted by the
project, that | should be the lead on the project.
So far, we have had the teleconference back on May 27th (call log attached for those that didn't receive an email from
Daryn Duckter), and a call | recently received from the consultant on the project (SpencerTricheU out of Natural
Resources Group located in Charlotte) which led to information he provided inthe email below.
I have assigned this project the action id: SAW-2014-01558
|\e asked the Dominion contact (William Scarpinato) to provide complete contact information and will enter that in
ORM when I receive it.
The consultant, Spencer, thinks that FERQ will probably be doing amEIS for the project (rather than anEA). He's looking
at next spring or early summer for the JD verifications, however he stated that he wanted to submit the USACE
application in September or October. The idea being that FERQ, the Corps and State would be working concurrently so
that the project will get started quickly. I'm thinking that vvewould need SHPO, B6, public interest concerns, etc to be
worked out before we could issue a permit. However, early submission would allow us time to review the impacts and
get the permit out quickly once the EIS is completed, Just mythoughts.
b should be noted that the consultant put together the map aLmy request, and it is just a preliminary map and
confidential.
The consultant has requested a meeting in the Raleigh Office for September 30th at 2:00. Jennifer Burclette (buffers) wil'
be able to attend on that date. I know Emily can't make it (I can send a summary of the meeting), but was wondering
about Tyler and Shaeffer. If you would like to be at the meeting, let me know if that date is OK for you.
That's about all the info I have, but will pass along other info as received.

We appreciate your willingness to work with us to set up a meeting to further discuss the Southeast Reliability Project
proposed by Dominion. The project contact at Dominion will be William (Bill) 3oarpinaLn (copied on this email) and NRG
will be working as the agent for the CVVA Section 404/401submittal. | have attached a draft copy uf the project map
depicting the North Carolina portion of the project per your request.
As discussed during our May 27, 2014 introductory project call with each of your respective agencies, the project will
require a certificate from the Federal Energy Regulatory Commission, who will be the lead federal agency charged with
coordinating the NEPA review for the project.
Please note that Dominion is providing the attached map in confidence to facilitate early planning and routing.
Dominion requests that these items be protected as confidential/trade secret commercial information pursuant to
NI.G.6. §132-12(1), not for distribution outside of your agency.
As discussed, we would like to meet with you on September 30 at 2:00 at the USACE regional field office in Raleigh.

Meeting
MEETING MINUTES:
Natural Resource Group, LLC, on behalf of Dominion Transmission, Inc., arranged a meeting with
project managers from the U.S. Army Corps of Engineers' (CC)E) Wilmington District including
Craig Brown. Ty|erCrurnb|ey, and Emily Hughes. After introductions by each participant, the
meeting began with a description of the proposed interstate natural gas transmission pipeline
project by Dominion Transmission, Inc., referred to as the Southeast Reliability Project (SERP).
The SERP will be located in West Virginia, Virginia, and North Carolina and approximately 200
nni|ee of pipeline will be located in North Carolina. The lead federal agency for this natural gas
transmission pipeline will be the Federal Energy Regulatory Commission /FEF<[}\. Field surveys
to identify water naeour000 are scheduled to begin in mid-June where qualified biologists will
identify wetlands and weterbodiem along the proposed project rouha. Field surveys are expected
to continue into spring 2015 and permit applications are expected to be prepared and submitted
to the C{JEVVi|mington District in 2015.
Stream survey protocol requirements were discussed. Streams will be identified and mapped via
GPS along the proposed project route. ThaCDE project managers confirmed that a otn*orn
que|hv assessment worksheet (version 06/03) is required for each stream within the study area
that will be crossed by the 8EF7P. In addition to the stream quality assessment worksheet
(SQAVV)' NRG in planning to identify streams in accordance with the North Carolina Division of
Water Quality ([)VVC)) Methodology for Identification of Intermittent and Perennial Streams and
Their Origins, Version 4.11 using the associated stream identification form to support permitting
with the [)VV{). The {|(}E project managers indicated these forms will be helpful in their decision
making and informing compensatory mitigation requirements.

For wetland surveys, the 1987 COE wetland determination manual and appropriate regional
supplement will b*used. The CC)E project nnanmgeraoonfinnedthatnoodditionu|vveUondsurv8y
methods or forms are required for their review purposes. VVhi|o a functional ueuesemnerd for
wetlands is being developed in North Carolina, the assessment is not being implemented by the
CC)E. It was also confirmed that 4 strata for vegetation sampling is sufficient for their review
compared to5strata.
When collecting G|G data, field staff will use {3PS units capable of sub-meter accuracy, ThaC[)E
project managers confirmed these methndmare appropriate and the Wilmington District has no
apeoificG|S data collection n*quinennente.
C(]E staff indicated review of boundaries, or site verifination, should be anticipated. The CC>E
staff recommended starting the review process early to account for the time required to complete
the Site verifications prior to permit submittal. The C(]E staff made the distinction that the
verification of the field surveys will be conducted by multiple staff assigned to designated counties
prior to and separately from the permit review. Permit review will likely be conducted by one
project manager assigned to the p jeotofterverifioation. Ae such, COE staff suggested that vve
initiate verification once the field surveys are complete.
At the conclusion of the call, the C[)E project managers recommended the project use the
Wilmington District's Jurisdictional Determination Request form for application preparation and as
pad of the Preliminary Jurisdictional Determination (PJD) process. K4e. Hughes recommended
use of the PJ[)process.
