Increasing the availability of natural gas supplies in West
Virginia, Virginia and North Carolina is important to the
economy and environment of the region. It can mean more
jobs, lower prices to heat and power homes and businesses,
and cleaner air.
To meet the market demand for natural gas, Atlantic Coast
Pipeline, LLC -- ajoint venture composed of subsidiaries
of Dominion Resources, Duke Energy, Piedmont Natural
Gas and AGL Resources -- proposes to construct and
operate a new underground interstate natural gas
transmission pipeline. The Atlantic Coast Pipeline (ACP)
would start in Harrison County, West Virginia, run through
Greensville County, Virginia, and extend south into eastern
North Carolina. A lateral extension is planned near the
Virginia-North Carolina border to Hampton Roads,
The benefits of natural gas are clear. The newfound
abundance of domestic supplies has made it a low-cost
energy source that is decreasing the nation's
dependence on foreign imports. When burned, natural gas
produces significantly lower emissions than coal, including
just half the carbon.
The ACP would provide a dependable supply of natural gas
for electric utilities in the region. Utility companies
continue to convert to natural gas in an effort to meet new
federal carbon emission standards. Customers of local gas
utilities also would benefit from this new, more reliable
source of natural gas.

Landowners along a 400-foot wide study corridor were I I
notified about the proposal in the spring of 2014. Survey In-service I Late 2018
work and route planning began shortly thereafter and is still
under way. Dominion hosted a series of informational open houses along the study corridor in September 2014.
The Atlantic Coast Pipeline, LLC must receive approval from the Federal Energy Regulatory Commission (FERC) to
construct the pipeline. Dominion submitted a request to begin the pre-filing process to the FERC on October 31, 2014.
ACP Project Overview
Community and Econornic Beneflts*
The ACP also will have significant economic impacts
in the region. Total capital expenditures for the ACP
are estimated between $4.5 and $5 billion. The ACP
would generate an annual average of $456.3 million
and support 2,837 jobs during the construction phase.
The cumulative impact of construction is estimated at
$2.7 billion, supporting 17,240 jobs in the three-state
region. Operations beyond 2019 would produce $69.2
million in economic impacts, support 271 jobs
annually and generate annual tax revenue of $418,443
for the three states. Estimated state specifies are as

Tax revenue estimates do not account for local
property taxes on ACP facilities. These taxes are likely
to provide an important and stable source of revenue
