Violation confirmed. ORC stated on DMR, "On the 11th and 12th we experienced heavy amounts of rain. During the rain
storms, the effluent discharge had become partially blocked with debris, restricting the flow of the effluent. This caused the effluent
level to rise which made the flow meter give false readings. The plant exceeded the monthly average for this month due to severe
natural conditions. Debris was removed and flow started flowing correctly'
The ORC called me on 11/14/2022 to alert me of this issue and stated a violation would show up for the month. I asked if the
blockage caused any treatment issues (contact time with disinfection, etc) and he said no.
