Dear Mr. Tweed:
In its 2003 Mid-Year Report,the Neuse River Compliance Association reported that it had admitted
the Heater Utilities Neuse Colony WWTP as a member facility and co-permittee,beginning with
calendar year 2004.The Division of Water Quality is modifying the Association's permit number
NCC000001 today to include the Neuse Colony facility,and we are enclosing a copy of that permit
for your records.The modification and,for permitting purposes,Heater's status as a co-permittee
member are effective retroactively to January 1,2004.
• As a co-permittee member of the Association,the Neuse Colony WWTP is now governed by two
NPDES permits.It remains subject to all requirements in Heater's individual permit NC0064564,
including effluent limitations and monitoring requirements;however,as an Association member,
Heater is deemed to be in compliance with the permit's Total Nitrogen (TN)limit. At the same time,
the facility is now subject to the nitrogen limitations and related requirements in the Association's
group permit.
