Dear Mr. Donnelly
In its 2004 Mid-Year Report and subsequent correspondence,the Neuse River Compliance
Association has notified the Division of the following membership and allocation changes to become
effective for calendar year 2005:
• acceptance of the Unifi-Kinston(formerly E.I. DuPont Nemours and Company,Inc.)as a co-
permittee member,
• acceptance of the US MCAS Cherry Point as a co-permittee member,and
• adjustment of the NC DHHS allocation for its Town of Butner WWTP to reflect its purchase of
allocation from the Bay River Metropolitan Sewerage District.
Accordingly,the Division is modifying Appendix A of the Association's NPDES permit to
incorporate the changes,as detailed below.We are enclosing the modified permit cover sheet and
Appendix A for your records. Please add these to your current permit and remove the
corresponding pages,which are now void.

With these changes,the Association's Estuary TN Allocation for CY2005 increases to 1,143,284 lb/yr.
Please note that the group allocation you gave in your December 29 letter reflects the addition of
Cherry Point but omits the additions for Unifi-Kinston and NC DHHS.
We will contact the three co-permittee members to acknowledge these changes and to explain the
effects on their individual NPDES permits.
