Dear Ms. Sullins:
The Neuse River Compliance Association(NRCA)holds NPDES Permit Number NC00000I
from the Division of Water Quality. This permit has not been modified since January,2006 and
is currently awaiting renewal. To date,we have not received a draft of the permit.
This letter is to officially notify you that the NRCA has accepted Progress Energy, Lee Steam
Plant(NPDES Number NC0003417) into membership in the NRCA. This membership was
approved at our meeting in September,2008. Progress Energy is not a newcomer to our
organizations. They have been a member of the Lower Neuse Basin Association,our sister
organization, since it was created in the 1990's. We have been anticipating this request, since
Progress Energy first came to our board with this concept in 2007. Due to ongoing negotiations
between DWQ and Progress Energy, we have been in constant contact with Mike Templeton of
your staff,regarding our ability to assist Progress Energy. Both Mike and Progress Energy felt it
necessary to resolve certain issues before their membership was considered by our board.
In light of this situation,we would request the Division include this Progress Energy facility in
our renewed permit, when it is issued.
