SUBJECT: Start of Study Memo for WBS BP10.R.023.1 Bridge Replacement Project
(Bridge No. 048) — Burnsville Road over Water Branch in Union County,
North Carolina.
To Whom it May Concern,
The North Carolina Department of Transportation (NCDOT), Division 10 is beginning the
project development, environmental, and engineering studies for BPI 0.R.023.1. NCDOT
proposes to replace Bridge No. 048 along Water Branch along Burnsville Road in Union
County. The proposed project is approved with a right-of-way date in January 2023.
Construction is planned for July 2024. Figure 1 shows the vicinity map for the proposed
project. NCDOT is preparing a Minimum Criteria Determination Checklist (MCDC).
NCDOT has made the preliminary determination that the project will not proceed through
the merger process.
In lieu of holding an in -person scoping meeting, NCDOT is providing the attached project
information and maps. We welcome your input on the proposed project BPIO.R023.1, and
we would appreciate any information that may be helpful in evaluating the potential
environmental effects. If applicable, please identity any permits or approvals that may be
required by your organization. Please provide your input by February 13, 2023.
