January 12, 2023 Chris Hopper U.S. Army Corps of Engineers 3331 Heritage Trade Drive, Suite 105 Wake Forest, North Carolina 27587 Zachary Thomas NC Division of Water Resources 217 West Jones Street Raleigh, NC 27603 Axiom Environmental, Inc. 218 Snow Avenue, Raleigh, North Carolina 27603 919-696-3045 RE: Nationwide Permitting Application, NWP 3 Maintenance and Associated General Water Quality Certification 4239; South Pine Drainage Improvements, UT to Beaverdam Creek, Princeton, NC Dear Chris and Zachary, On behalf of the Town of Princeton (Town), Axiom is happy to provide the U.S. Army Corps of Engineers (USACE) and the NC Division of Water Resources (NCDWR) with the attached USACE Nationwide Permit (NWP) and NCDWR General Certification (GC) notification/application for drainage improvements along South Pine Street in Princeton. NC Potential jurisdictional areas were delineated in December 2021. A Preliminary Jurisdictional Determination (PJD) package is included with this submittal. Purpose and Need This project is designed to help decrease flooding on public and private properties due to undersized infrastructure damaged during Hurricane Matthew. Project activities include installing larger culverts at road crossings and regrading ditches to increase stormwater runoff capacity. Site -specific measures include: • The installation of inlet and outlet protection where necessary to maintain flow and reduce channel erosion, • Removal of bank materials, woody debris, trash, and accumulated sediment within the channels to facilitate water drainage, • Regrading of ditch slopes and installing vegetative stabilization, and • Temporary dewatering for all in -channel work (if water is present at the time of construction). All activities proposed under NWP 3, Maintenance involve the repair and rehabilitation of previously authorized structures and fill. All changes to the original design of any structure or fill (where applicable) have been designed to minimize future damage and have been reduced to the minimum practicable extent. Many project activities are non -regulated such as regrading ditch slopes and the removal of accumulated sediment. No potential wetland impacts are anticipated. In addition to potential stream impacts, temporary disturbance to Neuse River Riparian Buffers due to the site access road and the Limits of Disturbance (LOD) will require a NCDEQ Buffer Authorization. All impacts to Neuse River Riparian Buffer areas are designated as "Deemed Allowable" under section (t) Public Safety of the Neuse River Riparian Buffer Rules, Table of Uses. A letter from the Princeton Chief of Police is attached. Again, the Town of Princeton would like to request NCDWR authorization for Section 404 and 401 impacts to potential jurisdictional areas under Nationwide Permit 3, Maintenance and the associated NCDWR Water Quality Certification (4239).
