Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The project area is located in southern Princeton and includes ditches that drain stormwater to Beaverdam Creek. Drainage capacity is undersized for normal storm fall events and leads to flooding over and adjacent to approximately 1000 feet of the South Pine Street roadway. 4b. Have Corps permits or DWR certifications been obtained for this project (including all prior phases) in the past? * Yes No Unknown 4f. Explain the purpose of the proposed project: * South Pine Street in the Town of Princeton experiences significant flooding during regular rainfall events due to undersized stormwater infrastructure (culverts and drainage ditches) that was also damaged by Hurricane Matthew in 2016. Please see the attached letter from the Princeton Chief of Police describing the resultant public safety concerns. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * To improve drainage, 6 culverts will be removed or replaced with appropriately sized culverts adjacent and downstream of South Pine Street and a surcharge area will be excavated to collect stormwater from the low area along South Pine Street. An existing junction box in this area will be removed and a second culvert will be added next to the culvert currently conveying water from this junction box. In addition to this pipe, one culvert under South Pine Street and two culverts under New Ballpark Road will be replaced with wider pipes of the same length with the addition of outlet protection to minimize scour. Between these culverts, the authorized fill of constructed ditches will be modified (widened) to match the increased flow provided by the updated culverts. 5. Jurisdictional Determinations 5a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The proposed activity is limited to areas directly surrounding ditches that drain agricultural fields, roads, and residential neighborhoods. All activities involve the repair and improvement of previously authorized structures. All changes to the original design of any structure or fill have been designed to minimize future damage and have been reduced to the minimum practicable extent. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Details and depictions of specific materials and methods used for project activities are provided on Sheets C9.0 and C9.1, "Erosion Control Details." Depictions of anticipated impacts to potential jurisdictional areas are provided in the attached Impact Drawings, dated November 2022. 2.
