Annual Report for 2010
Dear Ms. Sullins:
The Neuse River Compliance Association is pleased to submit the 2010 annual report as
required in the referenced permit. As included in the attached report,the co-permittee
members discharged a total of 584,192 pounds of total nitrogen to the Neuse Estuary
during calendar year 2010,approximately 50%of the permit limit of 1,160,662 pounds.
We are very proud of the continued accomplishments of the Association and the efforts
made by our members to control nitrogen loading to the Neuse River Estuary.
We hope that the enclosed report provides the detailed information that the Division has
requested. If you have any questions,or if you need any further information,please

This report includes the following information to be submitted by February 28, 2011:
1) For the period from Jan»ary 1 through December 31 of the preceding year, a
Discharge Monitoring Report of each co-permittee member's discharge and
estuary TN loads and the Association's estuary TN load.;
2) A summary of changes in Association membership, including regionalization
of discharges;
3) A detailed summary of all purchases, sales,trades, leases,and other
transactions affecting the TN allocations of the Association or its Co-
Permittee Members;
4) A description of the Association's TN control strategy for the preceding year
and changes for the coming year;
5) A detailed summary of measures taken to control TN discharges;
6) An assessment of progress made, and;
7) A description of efforts planned for the upcoming calendar year(s).

In compliance with the permit,the annual report for 2010 is as follows:
Item 1. The Discharge Monitoring Report of each Co-Permittee Member's Discharge
and Estuary Loads and the Association's Estuary TN Load(attachment).
Co-permittee members discharged a total of 584,192 pounds of total nitrogen(TN)to the
Neuse estuary in 2010. The NRCA currently has a permitted estuary loading of 1,160,662
pounds and the 2010 loading represents 50%of the permitted amount.
The average 2010 flow from the wastewater treatment plants was 101.852 MGD and a
loading of 527,069 pounds of total nitrogen at the estuary. A stipulated load of 57,123
estuary pounds was added this year to this report reflecting the ground water contribution
from the City of Raleigh's land application program(noted in their individual permit).
The nitrogen loading reported in 2010 indicates the members have reduced the nitrogen
loading by 67.3%over the loading reported in 1995, even while flows have increased.
Item 2. Summary of changes in Association membership, including regionalization of
discharges:
There were no changes in association membership for 2010. The City of Havelock made
a request to join the association. The Board voted to accept Havelock as a member
subject to Havelock securing funding for their Phase I expansion. Havelock had
not secured funding as of December, 2010. Havelock anticipates receiving a funding
commitment in 2011.
The City of Kinston accepted the wastewater flow from the Town of Dover and Cove
City in 2010 with no change in their nitrogen allocation.
Item 3. Detailed summary of all purchases,sales, trades, leases and other transactions
affecting the TN allocations of the Association or its Co-Permittee members.
Johnston County acquired 1,645 estuary pounds of nitrogen from Unifi-Kinston, LLC in
2007. Their permit revision was approved by NCDENR-DWQ.
The Town of Clayton also acquired 1,645 estuary pounds from Unifi-Kinston, LLC. The
Town requested a revision in their permit for 716 estuary pounds(of the 1,645 lbs)with
the remainder held in reserve. These transactions will reduce the allocation of Dupont-
Kinston, Inc. (formerly Unifi)by 3,290 estuary pounds. Their permit revision was
approved by NCDENR-DWQ.
Contentnea MSD purchased 3,500 estuary pounds of nitrogen from Unifi-Kinston, LLC,
which they contractually owned by agreement with Dupont-Kinston. Their permit
revision was approved by NCDENR-DWQ.

Short term lease agreements that have been entered into by NRCA members for 2010 are
as follows:
The Town of Kenly has leased 1,577 estuary pounds of nitrogen from Johnston County in
order for them to comply with their allocation while they upgrade their facility. The lease
was not sufficient to cover the nitrogen needed so Kenly will be assessed by the
association.
Aqua NC (Neuse Colony facility)has leased 1,200 estuary pounds from Dupont-Kinston,
Inc. in order for them to comply with their allocation while they upgrade their facility.
Contentnea MSD lease 10,500 estuary pounds from Dupont-Kinston for 2010.
Progress Energy Carolinas has a lease agreement with the association to lease up to 9,000
estuary pounds each year for 5 years beginning in January 01,2009. Progress Energy
anticipates the retiring the coal fired plant service by December 31, 2013 thus not
requiring the nitrogen lease in the future. The total amount leased in 2010 was 3,189
pounds.
Item 4. Description of the Association's TN control strategy for the preceding year and
changes for the coming year:
The Association continues to monitor members'compliance with TN allocations and
enforces against its members based on the association's by-laws.
In addition,the Bylaws of the Association allow the group to establish policies and
procedures and establish a framework to encourage the transfer of TN allocation by
members in a manner that is cost effective and that provides incentives for TN reduction
that will be most beneficial to the Neuse Estuary.
Three members have chosen temporary leases to meet their nitrogen allocations (listed in
Item#3). Kenly and Aqua NC (Neuse Colony facility)are completing upgrades to their
facilities which should be completed by the second quarter of 2011.
Contentnea MSD completed Phase I of their plant upgrades in October, 2010 including
de-nitrification filters. Fourth quarter total nitrogen results were very favorable for
nitrogen reduction.
The association continues to review and revise its by-laws to continually encourage its
membership to reduce the delivery of nitrogen to the Neuse estuary. In 2010,the
Ecosystem Enhancement Program (EEP)program adopted two(2) off set rates for the
Neuse Basin. A rate was established for the Falls Lake region and a rate for the basin
below Falls Lake. The association is reviewing its by-laws to determine a rate due to this
revision in the EEP rates. The association is evaluating this change and will adopt a new
assessment rate in 2011.

Item S. Detailed summary of measures taken to control TN discharges:
A summary from each member is provided below:
Town of Apex- The Town continues manipulation of ditch rotors(on/off) in the aerobic
zones to create more anoxic zones. Continuing to feeding Micro CG (carbon source)to
aid in denitrification.
South Granville Water and Sewer Authority- A spectrophotometer was purchased to
allow daily process control testing of total nitrogen. Flow meters were installed to have
more accurate control of recycle rates to improve nitrogen and phosphorous removal
rates. Two pumps were purchase with increased flow capacity.
Town of Cary-
North Cary WWTF - Initiated a 3 step process of determining ways to further reduce
TN to the Neuse River. First, we piloted a nutrient analyzer to provide real time nitrate
measurements in the anoxic zones within the oxidation ditches. This was done to
maximize anoxic zone reaction times to lower the nitrate. This pilot study was successful
in lowering the TN from about 3.5 mgl to about 2.5 mgl. Also, we initiated some in-
house operational strategies that further lowered the nutrient levels. Once we complete
the third phase of this project(adding a carbon source to fuel denitrification),we will
evaluate all three options and proceed with the most feasible and cost effective method.
The first two provided favorable results and we expect the third to perform as well.North
Cary distributed approximately 175 million gallons in their reuse system for 2010.
South Cary WWTF-No new measures have been taken during CY 2010 as maximized
nitrogen removal strategies are being employed. South Cary distributed approximately
42.3 million gallons for 2010.
Johnston County - The County continues to optimize their reduction of total nitrogen
at the wastewater facility and through use of with reclaimed wastewater irrigation. 90
million gallons were sprayed on the County's spray irrigation sites. The County's facility
continues to produce low nitrogen concentration effluent(1.50 mg/L average for 2010)
using a combination of anoxic zones and de-nitrification filters.
Town of Clayton - The Town continues to use a supplemental carbon source to reduce
their total nitrogen discharge. Clayton distributed approximately 17.850 million gallons
for 2010.
City of Goldsboro - The City of Goldsboro WRF uses biological treatment control to
reduce the amount of total nitrogen that is discharged from the plant into the Neuse River.
The City also reduces the amount of total nitrogen that is discharged into the Neuse by
using reuse water for irrigation at a hay farm and at the golf course, as well as a
constructed wetlands polishing project.

Town of Kenly - In 2008 the Town received grants totaling$975,000.00 from the NC
Rural Center and NC CWMTF to install automated controls at the treatment facility.
Currently the project is approximately 80%complete and the system should be online by
the second(2nd)quarter of 2011. The automated system should greatly enhance the
nutrient removal at the facility,while saving on both chemical and power costs.
City of Kinston - The biological nutrient removal process continues to perform at a high
level producing a low level total nitrogen concentration(2.14 mg/L average for 2010).
City of New Bern -The plant laboratory was certified to analyze total nitrogen so the
plant staff could receive process information more timely to evaluate process changes to
improve the plant's nitrogen reduction capability.
City of Raleigh -
Neuse River WWTP- Construction was completed and startup on 10 additional deep
bed,de-nitrification filters in 2010. The facility continues to operate and optimize the
existing BNR process. Raleigh is producing a low level nitrogen concentration in their
effluent(2.48 mg/L average for 2010). Raleigh distributed approximately 69.628 million
gallons for 2010 at all three facilities.
Little Creek WWTP-Currently in design improvements such as flow equalization to
improve treatment.
Smith Creek WWTP -The facility continues to operate and optimize the existing BNR
process.
City of Wilson -No plant modifications occurred in 2010 with regards to controlling TN
discharges. Staff worked to improve daily operations of the treatment facilities to
decrease TN discharges.
Aqua NC(Neuse Colony) -The facility has a permitted discharge capacity of 750,000
gallons per day. It has been engineering to be built in three(3)250,000 gallon phases.
The first phase of the plant was permitted and built as a typical extended aeration plant
and the second and third phases were engineering to accomplish nitrogen reduction with
a Modified Ludzeck Ettinger(MLE)process This decision was based on typical influent
and discharge from an extended aeration plant,and our nitrogen allocation as a member
of the NRCA. Aqua was prepared to install the second phase of the plant which would
have included the design to lower the nitrogen discharge from the plant; however
development slowed delaying the need to expand the current facilities in the immediate
future. Because of this delay in expanding the plant,Aqua designed a similar MLE
process for the existing 250,000 gpd phase of the plant which will lower the nitrogen
based on our current and expected future flows for this phase of the plant. An ATC was
issued for this plant and the contract for construction awarded in 2010.

Dupont-Kinston,Inc. - The facility continues to operate and optimize the existing BNR
process. Process changes have been made to control dissolved oxygen in the front of the
basin to insure the anoxic zone remains stable.
MCAS Cherry Point- A biological nutrient removal (BNR)and facilities upgrade was
completed at MCASCP in 2009 to allow the Air Station to meet Phase I TMDL total
nitrogen of the Neuse River water quality initiative. Phase I TMDL permit limit is 39,420
lbs/yr of total nitrogen. The project included the following major components:
Retrofit existing aeration basin to two-stage plug-glow BNR process
Provide high flow management control system to handle hurricane-type events
Install new polymer feed system to improve primary clarification
Install new secondary clarifier
Install sludge blending tank
Install new RAS/WAS pumping station
Install new carbon feed facility.
Contentnea MSD- Completed the construction of a new influent head works, de-
nitrification filters with methanol feed capability, and the installation of ultraviolet
disinfection.
Town of Farmville-The facility continues to operate and optimize the existing BNR
process.
Town of Benson - The facility continues to operate and optimize the existing BNR
process.
Town of LaGrange-The facility continues to operate and optimize the existing BNR
process. Construction of a 330,000 gallons per day reclaimed water system to spray
irrigate farm land and a town park was nearing completion. The project should be
completed by second (2nd)quarter of 2011.
Progress Energy,Carolinas -Total Nitrogen discharges for 2010 were well below
allowable levels. The facility discharged a total of 5,471 pounds of nitrogen to the Neuse
estuary. This was approximately 48.5%of the allowable level based on the facility's
NPDES permitted background allowance and nitrogen leased from the NRCA. This level
demonstrated continued results from efforts in previous years in"tuning"the facility's
urea injection system to limit over injection and the facility's continuing efforts to
increase retention(treatment)time in the sites ash pond. The amount of urea injected
into the flue gas at the existing coal-powered site was also lessened in 2010 due to a
number of factors related to primarily to air quality compliance initiatives. This did
however result in a significantly reduced amount of"ammonia slip" in the facility's raw
wastewater discharge and a smaller amount of total nitrogen being discharged to the
Neuse River. This is further supported by the fact that the mean Total Nitrogen discharge
concentration for 2010 was 0.86 mg/1. As in years past, Progress Energy will continue to
evaluate various methods to reduce nitrogen discharges where practicable.

The Association is extremely proud of the efforts of its members in removing/reducing
nitrogen from the Neuse this year and the removal rates that they have been able to
achieve.
We have seen that the commitment,experience, and knowledge of our members has
helped the group to minimize nitrogen loading which we hope will further improve water
quality in the Neuse River estuary in the future.

Item 7: Description of efforts planned for the upcoming calendar year(s):
The following details were provided by our members on their plans for 2011 and near
future.
Town of Apex- The town plans to install automated controls on the oxidation ditch
rotors to refine control of oxygen in the aerobic zones and continue to explore other
carbon sources to aid in the de-nitrification process.
South Granville Water and Sewer Authority - SGWASA plans to complete a study
initiated in 2010 to evaluate the effect on the plant's nitrogen reduction capability with
the addition of other carbon sources.
Town of Cary- The Town plans to evaluate the addition of carbon sources to reduce
total nitrogen(north facility).No new projects are proposed at the south facility. If
current strategies are reduced, alternate strategies or projects may be considered.
Johnston County- The County plans to continue the present course of optimization of
the denitrification filters to reduce nitrogen in plant effluent and continued irrigation of
reuse water to maximize the efficiency of reuse system.
Town of Clayton - The Town plans to continue evaluating alternative carbon sources.
Contentnea MSD -CMSD plans to continue expansion of the wastewater facilities to 3.5
mgd. Funding has been secured and the schedule is as follows; advertise for bids in
August,2011, start construction January, 2012, and complete construction in April, 2013.
City of Goldsboro- The City of Goldsboro WRF will continue the present strategies on
the reduction of the total nitrogen at its water reclamation facility.
Town of Kenly- Kenly anticipates completion of construction project in the second
quarter of 2011 and believe they will realize a significant reduction in total nitrogen in
the plant effluent.
City of Kinston - Plan to continue current strategies.
Town of LaGrange- The Town should start up their reuse project in the second quarter
of 2011 which will reduce their total nitrogen discharge.
City of New Bern - New Bern will continue to evaluate alternatives to further reduce
their total nitrogen discharge. Continue work with DWQ to establish credit for effluent
discharged to quarry. Approximately 25%of the plant effluent was discharged into the
quarry in 2010.
Town of Farmville- Plan to continue current strategies.

Progress Energy - Plan for continued work on gas fired turbines(to retire coal fired
units) and ash pond discharge.
City of Raleigh -
Neuse River WWTP- Blower facility is being replaced to add reliable redundancy of the
aeration system, continued optimization of the dissolves oxygen system controls,and
designing additional influent pumping capacity.
Smith Creek WWTP -The Smith Creek WWTP staff continues to study the treatment
process and make changes to optimize TN performance. They are starting to make some
headway with their oxidation ditch that has been challenging in terms of optimization
since the last construction project.
Little Creek WWTP-Plan to continue current strategies.
City of Wilson -No plant modifications are planned for 2011. However, staff will strive
to improve daily plant operations in an effort to continue to reduce our annual total
nitrogen loading. A particular goal will be to develop ways to minimize impacts of the
side stream loading from our dewatering operations to minimize the impact to the
biological nutrient removal system.
Dupont-Kinston, LLC -Plan to continue current strategies and review alternatives to
provide a heat source to the treatment system for cold weather operational efficiency.
Aqua NC (Neuse Colony) -Construct is scheduled to be complete on the upgrade of the
existing 0.250 mgd facility by the end of the first quarter of 2011.
MCAS Cherry Point- Plans are to construct a reclaim water system that will reduce
discharge of treated effluent to Neuse River by approximately 270,000 gpd. We will be
relining 5 brick manholes along C Street to prevent sewage from leaking into the
groundwater through cracked mortar joints and eventually migrating to the Neuse River.
Inspections were conducted of the sewer collection system in Officer Housing area to
help identify specific lines and manholes that require repairs. Approximately 100
manholes were visually inspected and approximately 23,000 linear feet of collection line
was inspected by TV camera.
In 2011 plans are to reline the brick manholes needing repair,and make other repairs
indicated by the inspection,to prevent sewage from leaking into the groundwater through
cracked mortar joints and collection piping joints, and eventually migrating to the Neuse
River.
Town of Benson - Plan to continue current strategies.
