As included in the attached report,the co-permittee members discharged a total of 513,270 pounds of total nitrogen to the Neuse Estuary during calendar year 2011,approximately 43%of the permit limit of 1,184,165 pounds. We are very proud of the continued accomplishments of the Association and the efforts made by our members to control nitrogen loading to the Neuse River Estuary. Neuse Colony- Aqua NC Progress Energy South Granville Water and Sewer Authority This report includes the following information to be submitted by February 28, 2012: 1) For the period from January 1 through December 31 of the preceding year, a Discharge Monitoring Report of each co-permittee member's discharge and estuary TN loads and the Association's estuary TN load.; 2) A summary of changes in Association membership, including regionalization of discharges; 3) A detailed summary of all purchases, sales,trades, leases, and other transactions affecting the TN allocations of the Association or its Co- Permittee Members; 4) A description of the Association's TN control strategy for the preceding year and changes for the coming year; 5) A detailed summary of measures taken to control TN discharges; 6) An assessment of progress made, and; 7) A description of efforts planned for the upcoming calendar year(s). In compliance with the permit,the annual report for 2011 is as follows: Item 1. The Discharge Monitoring Report of each Co-Permittee Member's Discharge and Estuary Loads and the Association's Estuary TN Load(attachment). Co-permittee members discharged a total of 513,270 pounds of total nitrogen (TN)to the Neuse estuary in 2011.The NRCA currently has a permitted estuary loading of 1,184,165 pounds and the 2011 loading represents 43%of the permitted amount. The average 2010 flow from the wastewater treatment facilities was 93.384 MGD and a loading of 458,084 pounds of total nitrogen at the estuary.A stipulated load of 55,185 estuary pounds was added this year to this report reflecting the ground water contribution from the City of Raleigh's land application program (noted in their individual permit). The nitrogen loading reported in 2011 indicates the members have reduced the nitrogen loading by 71.3%over the loading reported in 1995,even while flows have increased. Item 2. Summary of changes in Association membership, including regionalization of discharges: There were no changes in association membership for 2011. The City of Havelock became a member(co-permittee)on January 01, 2012. Kinston Regional Water Reclamation Facility-The Town of Dover and Cove City (located in Craven County)discharge their wastewater to Kinston in 2011. In addition, Greene County has a permit to discharge wastewater to the Kinston facility. City of Raleigh -The Indian Creek Overlook facility(NPDES #NC0060771)was removed from service and the flow diverted to the Neuse River WWTP. The nitrogen allocation of 1,132 estuary pounds was transferred to the city's Little Creek WWTP (NPDES #NC0079316). Item 3. Detailed summary of all purchases,sales, trades,leases and other transactions affecting the TN allocations of the Association or its Co-Permittee members. City of Raleigh - In addition to the regionalization listed above for the City of Raleigh - Little Creek WWTP,two other permits were eliminated and the nitrogen allocation incorporated in that permit. The nitrogen allocations from Uniprop, Inc. (Riverwalk MHP,NPDES #NC0039292, 516 estuary lbs. and Mill Run MHP,NPDES #NC0056499,455 estuary lbs., for a total of 971 estuary lbs)were added to the Little Creek WWTP permit for a total increase of 2,103 estuary lbs. Short term lease agreements that have been entered into by NRCA members for 2011 are as follows: Progress Energy Carolinas has a lease agreement with the association to lease up to 9,000 2 estuary pounds each year for 5 years beginning in January 01,2009. Progress Energy anticipates the retiring the coal fired plant by December 31,2013 thus not requiring the nitrogen lease in the future. The total amount leased in 2011 was 596 estuary pounds. Item 4. Description of the Association's TN control strategy for the preceding year and changes for the coming year: The Association continues to monitor members'compliance with TN allocations and enforces against its members based on the association's by-laws. In addition,the Bylaws of the Association allow the group to establish policies and procedures and establish a framework to encourage the transfer of TN allocation by members in a manner that is cost effective and that provides incentives for TN reduction that will be most beneficial to the Neuse Estuary. All members operated within their individual total nitrogen allocations(no short term leases required in 2011). The association members continue to improve their facilities to reduce nitrogen delivered to the estuary. The association continues to review and revise its by-laws to continually encourage its membership to reduce the delivery of nitrogen to the Neuse estuary. Item S. Detailed summary of measures taken to control TN discharges: A summary from each member is provided below: Town of Apex- Installed VFD units for the ditch rotor motors to give more control over the aeration and anoxic zones. South Granville Water and Sewer Authority- New return sludge pumps were installed for more efficient control of recycle rates which resulted in a reduction in nitrogen and phosphorous discharged. Town of Cary- North Cary WWTF- In 2011 the North Cary Water Reclamation Facility conducted a TN reduction study by introducing a carbon source in all second anoxic cells for a trial period. Micro C glycerin was used to target a Total Nitrogen(TN)reduction of at least 1 mg/L. Average TN discharge values averaged 3.25 mg/L and during the 3 month trial, TN numbers were maintained at less than 2.0 mg/L on a consistent basis. After the carbon source study,the North Cary WRF initiated process control changes to lower dissolved oxygen levels in the 5th stage of the reaeration zone. Variable Frequency Drives(VFDs)were added to each reaeration blower along with dissolved oxygen probes. Data collected is fed to the SCADA system and the blowers run according to set points for high limit dissolved oxygen and for the low limit dead band. The process control changes lowered TN values without chemical addition. The trial period is on- going and evaluation is continuing. 3 South Cary WWTF- In 2011 the South Cary Water Reclamation Facility continued to control TN discharges through biological nutrient removal and process control without the use of supplemental carbon sources. Johnston County- The County continues to optimize their reduction of total nitrogen at the wastewater facility and through use of with reclaimed wastewater irrigation. Town of Clayton -The Town operated BNR process as designed with supplemental carbon sources. City of Goldsboro- The City of Goldsboro WRF uses biological treatment control to reduce the amount of Total Nitrogen that is discharged from the plant into the Neuse River. The City of Goldsboro WRF also reduces the amount of Total Nitrogen that is discharged into the Neuse River by using reuse water for irrigation at a hay farm and at the golf course, as well as a constructed wetlands polishing project. Town of Kenly- The Town of Kenly through grants received from the NC Rural Center and the NC CWMTF completed construction of a new process control system. The system utilizes a PLC to monitor DO,Nitrate,Ammonia and pH and control the operation of the disc aerators and mixers located in the aeration and anoxic/anaerobic basins. These controls also regulate the addition of ferric and caustic to maintain optimal conditions for de-nitrification and phosphorus removal. City of Kinston- The KRWRF was designed for biologically nutrient removal (BNR). The design allows for six(6)different modes of operation depending on influent flows and other characteristics that may affect the operation as a whole. We continue to experiment with these modes to get the best performance possible for nutrient reductions. During calendar year 2011,the Kinston Facility was awarded the Operation and Maintenance Award by the NCAW WA/WEA in November of this year. The discharge averages during 2011 are as follows: BOD=0.0333 mg/1 , TSS =0.0575 mg/1, TN= 3.115 mg/I, NH3 =0.0436 mg/I,and TP=0.4241 mg/I. City of New Bern -The facility continues to operate and optimize the existing BNR process. City of Raleigh - Neuse River WWTP-The facility continues to operate and optimize the existing BNR process. Currently adding additional blower capacity and improving dissolved oxygen monitoring system on the aeration basins. Little Creek WWTP-The facility continues to operate and optimize the existing BNR process. 4 Smith Creek WWTP- Smith Creek modified its operational process by changing the diffused air injection points to enhance the simultaneous nitrification/denitrification of the bioreactor. Results: Avg TN 2010=4.93; Avg TN 2011 —3.01. City of Wilson -No plant modifications occurred in 2011 with regards to controlling TN discharges. Efforts to improve daily operations of the treatment facilities to decrease TN discharges provided significant improvement in mid-November of 2011 when the facility started routinely achieving daily TN values of <2 mg/L. In early 2011,the operation of the Belt Filter Press schedule was modified in an effort to operate as much as possible during off peak loading times. In early November,the methanol feed was discontinue to the filters and increased the methanol feed to the second anoxic zones of our BNR basins. Significant improvement was realized in the nitrogen removal efficiency with this change. Aqua NC(Neuse Colony)-Plant modifications which included installation of an anoxic zone for nutrient removal. Dupont-Kinston,Inc.- We have implemented a PLC control system to reduce aeration to conserve heat in the aeration basin during cold weather. We have also purchased and added 750 lbs of TOLER-X 5100 bio-engineered cold weather bugs from Novozymes. MCAS Cherry Point-The facility took no new measures to reduce TN discharge in 2011 beyond maintaining the biological nutrient removal(BNR)completed in 2009 to meet Phase I TMDL total nitrogen of the Neuse River water quality initiative. Use of the reuse water for irrigation of the golf course under permit WQ0012821 was reported. Contentnea MSD-Construction was completed on Phase lA in October 2010. This project included the addition of an effluent pipe,new headworks, new denitrification filter, UV disinfection and piping modifications to the existing flow train. This project was completed at a cost of$8.3 million. Town of Farmville-The facility continues to operate and optimize the existing BNR process. Town of Benson - The facility continues to operate and optimize the existing BNR process. Town of LaGrange-The Town completed a reuse project for land application to cropland in 2011, which will reduce total discharges into the receiving stream. Progress Energy,Carolinas-Continued efforts from previous years to maintain treatment capacity in ash pond. Minimal injection of urea was needed at the H.F. Lee plant during 2011 to meet the company's statewide fleet cap for Nitrogen Oxides(NOx) emissions. We have seen that the commitment,experience,and knowledge of our members has helped the group to minimize nitrogen loading which we hope will further improve water quality in the Neuse River estuary in the future. 6 Item 7: Description of efforts planned for the upcoming calendar year(s): The following details were provided by our members on their plans for 2012 and near future. Town of Apex- Continue to control nitrogen with manipulation of rotor controls thereby creating anoxic conditions within the aeration tanks while continuing to feed the chemical Micro CG into the dedicated anoxic tank. Send influent to the City of Raleigh if we exceed permitted levels. South Granville Water and Sewer Authority- SGWASA plans to continue current strategies. Town of Cary- The Town plans to continue with the process control change to lower dissolved oxygen levels in the reaeration zone with the use of VFDs and dissolved oxygen probes. This process control will continue through 2012(North facility). At the South Cary WRF plans are to purchase Neuros blower with a variable frequency drive. The blower addition will help increase efficiencies in providing appropriate oxygen supplies for optimum nitrification. Johnston County- The County plans to continue the present course of optimization of the denitrification filters to reduce nitrogen in plant effluent and continued irrigation of reuse water to maximize the efficiency of reuse system.Additional irrigation sites are planned and modification of existing permits will allow additional volumes of reuse water on permitted acres. Town of Clayton -The Town plans to continue current strategies. Contentnea MSD-CMSD plans to advertise for bids in early 2012 for Phase 2, be under construction in the Fall of 2012 and complete construction in December 2013. Phase 2 is a$14 million project which includes a new 3.5 MGD BNR WWTP and new sludge handling facilities. City of Goldsboro- The City of Goldsboro WRF will continue the present strategies on the reduction of the total nitrogen at its water reclamation facility. Town of Kenly-WWTP staff along with Kruger and our engineer will continue to monitor and tweak the system to achieve the lowest possible discharge of TN to the Basin. City of Kinston - Kinston will continue to maximize the use its spray irrigation system of treated effluent to approximately 22,000 trees. Over the last four years of operation, during the calendar year of 2011,a total of 11,900,690 gallons was sprayed to the tree farm. Based on these numbers,and additional 309 pounds of nitrogen was removed from direct discharge to the Neuse River. 7 Town of LaGrange- The Town plans to maximized the distribution of reuse water in 2012. City of New Bern - Plan to continue current strategies. Town of Farmville-Plan to continue current strategies. Progress Energy-Retiring coal fired generation facility will cease future urea injection in facility that can be discharged in wastewater stream. City of Raleigh - Neuse River WWTP-Plan to continue current strategies. Smith Creek WWTP- Plan to continue current strategies. Little Creek WWTP-Plan to continue current strategies. City of Wilson-The City of Wilson does not have any plant modifications planned for 2012 that would improve TN discharges. Plans are to continue to improve daily plant operations in an effort to reduce annual total nitrogen loading. Goals will be to continue to develop ways to minimize impacts of the side stream loading from dewatering operations and look at ways to lower the amount of dissolved oxygen entering the filters. In addition, success at decreasing the total nitrogen effluent concentration has provided an additional opportunity at the beginning of 2012 to increase solids wasting. This has helped to decrease sludge age and experience improved settling rates of the biomass solids. Dupont-Kinston,LLC-Currently evaluating tests to enhance cold weather treatment processes,considering the addition of phosphoric acid to balance nutrients in the treatment system,and evaluating the use of bird balls for insulation to control temperature variations in colder weather. Aqua NC(Neuse Colony)-Plan to continue current strategies. MCAS Cherry Point-Headwork improvements-will replace headwork's screen and grit removal systems. While not directly reducing TN,these improvements will protect downstream equipment and reduce potential for equipment breakdowns, such as pumps wearing out and valves clogging in addition to reducing buildup of grit in BNR basins and digester tanks; design for anaerobic digester conversion in 2012 with construction in FY 2013. Plan to continue manhole rehabilitation work,design in 2013 design and 2014 construction.
