Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The project site is currently unimproved land with some pine silviculture and was historically used for agriculture. There are wetlands and streams located within the project area. 4b. Explain the purpose of the proposed project:* The project proposed is a residential development. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The project involves site grading and fill for home sites, road and utility installation, stormwater control measures (designed as wet ponds), and designation of green spaces. Riparian buffers are maintained with exception of installation of a sewer utility in an easement that connects to an offsite location previously designated by Durham County. No stream impacts are proposed, as the sewer utility will utilize jack -and -bore installation a minimum of 3' below the stream bottom. Wetland impacts are limited to the filling o 0.06 acre of an historic pond area that is no longer saturated, and has become a small wetland (W4). There are two such historic pond areas within the project area, both of which are no longer function as surface water ponds; instead, they sustain a reduced hydroperiod and have transitioned to small wetlands over time. The streams in the review area also appear to be experiencing a reduced hydroperiod, both depth and duration. Indirect impacts are not anticipated, as appropriate sediment and erosion control is proposed and riparian buffers are maintained. 5. Jurisdictional Determinations 5a. This engineered design is quite expensive for the site owner from a design and installation perspective, but helps to reduce wetland and riparian buffer impacts to the maximum extent practicable. Overall wetland impacts are held to 0.06 acre, below mitigation threshold of 0.10 acre. No stream impacts are proposed. lb.
