V. ADDITIONAL REGIONAL STAFF REVIEW ITEMS
The residuals produced at this swine slaughtering facility consist of biological sludge
and grit remaining after solid separation (solids are rendered off -site) and facultative
digestion in a 3,650,428-gallon synthetically lined lagoon and 1.88 million gallon
above -ground stainless steel irrigation storage tank. The facility maintains this permit
for applying these residuals on a Coastal Bermuda hay crop on land surrounding the
existing spray irrigation fields (permit WQ0016376). The application frequency was
predicted to be once every 10 years, although residuals have not been applied since
2009.
A site visit was performed on 1/5/2023 to observe existing fields. No changes to the
application sites were observed and no major changes to the surrounding land use were
observed. No houses requiring buffer setbacks appeared to have been built since last
permit renewal, some adjacent properties have been converted to solar farms.
Application fields appeared to be well maintained along with the adjacent spray
irrigation fields (WQ0016376).
It was noted that one of the landowners listed in the application does not match the
current listing for one field on the Duplin County tax parcel maps. This information
should be clarified prior to issuance of the permit, otherwise, the WiRO has no
objection to the renewal of this permit.
