Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between
North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently
amended).
This final permit includes one major change from the draft permit sent to you on October
22, 2008:
➢ The total residual chlorine compliance level of 50 µg/L was added to each effluent page, as you
requested.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings
(6714 Mail Service'Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this
decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local
governmental permit that may be required. If you have any questions concerning this permit, please

and other conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective January 1, 2009.
This permit and authorization to discharge shall expire at midnight on August 31, 2012.

All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby revoked.
As of this permit issuance, any previously issued permit bearing this number is no longer effective.
Therefore, the exclusive authority to operate and discharge from this facility arises under the permit
conditions, requirements, terms, and provisions included herein.
Carolina Water Service, Inc. of NC is hereby authorized to:
1. Continue to operate an existing 0.30 MGD wastewater treatment system with the
following components:
♦ Two 0.075 MGD extended aeration wastewater treatment system
♦ One 0.150 MGD extended aeration wastewater treatment system
♦ Three effluent chlorine contact/fine solids settling ponds
The facility is located in Sapphire Valley at Fairfield Sapphire Subdivision WWTP off
U.S. Highway 64 West in Jackson County.
2. After receiving an Authorization to Construct from the Division, construct the
necessary facilities to increase plant capacity to 0.80 MGD, and
3. Discharge from said treatment works at the location specified on the attached map
into Trays Island Creek, classified C waters in subbasin 03-13-02 of the Savannah
River Basin.

Welcome back! I understand you just got back in the office yesterday from an
approximately one month vacation.
Regarding the Horsepasture River proposed reclassification, the hearing officer is
prepared to provide the following recommendation to the EMC next month for their
approval:
No new discharges will be allowed, and expansions of existing discharges shall be
allowed if:
(A) there is no increase in pollutant loading;
(3) Oxygen Consuming Wastes: Effluent limitations shall be as follows:
mg/l, and NH3-N =.2 mg/.1;
(C) Total Suspended Solids: Discharges of total suspended solids (TSS) shall be
limited to effluent concentrations of*10 mg/1 for trout waters and
other waters;
(D) Nutrients: Where nutrient overenrichment is projected to be a concern, effluent
limitations shall be set for phosphorus or nitrogen, or both.
It is my understanding from our conversation this morning that the June 2008
published public notice for proposed expansion of the Sapphire Valley WWTP was
rescinded, so it will need to be noticed again, and you plan to do so very soon
(within the next few days).
Please let me know, before you notice it again, if such notice will include all of
(A)-(D) above.

INTRODUCTION
The Carolina Water Service Inc. of North Carolina - Fairfield Sapphire Valley Wastewater
Treatment Plant (WWTP), herein called Fairfield WWTP or the permittee, requires a National
Pollutant Discharge Elimination System (NPDES) permit to discharge treated wastewater to
the waters of the state. The permittee's 5-year NPDES permit expires on August 31, 2012 and
the pennittee has requested permit limits modification from the Division of Water Quality.
The request came in at the same time a reclassification proceeding on Horsepasture River.
This Fact Sheet summarizes background information and rationale used by the Division's
NPDES Unit to determine permit limits and monitoring frequencies revision.
FACILITY DESCRIPTION
The Fairfield Sapphire is a privately owned treatment system utilizing an extended aeration
wastewater treatment facilities to treat domestic. The treatment system utilizes a bar screen,
three aeration tanks with integrated clarifiers, and aerobic sludge holding tanks, three chlorine
contact/fine solids settling ponds. Table 1. Summarizes the receiving stream characteristics
and facility description.

The Carolina Water Service Inc. (CWS) has applied for an expansion at the Fairfield
Sapphire W WTP because of additional request for new service from a proposed
development. This facility is currently permitted for 0.6 MGD and requests a permitted flow
of 0.80 MGD.
A level B model was performed on the 0.80 MGD expansion request. Based on the results of
the model, secondary BOD limits will be sufficiently protective of the Trays Island Creek.
However, BOD5 is lowered to 5 mg/L because of on going ORW reclassification proceedings
on the watershed.
BASINWIDE PLAN
The Fairfield Sapphire WWTP discharges into Trays Island Creek in the Savannah River
Basin. The stream classification of this segment of the Trays Island Creek is C.
The Horsepasture River is proposed for reclassification to ORW. The proposal will be
presented to the EMC for approval in November 2008. Fairfield will be required to meet the
new standard if the EMC approves the proposal. The proposal requires all expansion
dischargers to meet the following:
a) there is no increase in pollutant loading;
b) Oxygen Consuming Wastes: Effluent limitations shall be as follows: BOD5 = 5mg/l,
and NH3-N = 2mg/1;
c) Total Suspended Solids: Discharges of TSS shall be limited to 10 mg/I for trout
waters and 20 mg/1 for all other waters;
d) Nutrients: Where nutrient over enrichment is projected to be a concern, effluent
limitations shall be set for phosphorus or nitrogen, or both.
WASTE LOAD ALLOCATION (WLA)
Fairfield Sapphire W WTP was last modeled on March 27, 2006 for a discharge flow of 0.6
MGD and the stream low flows were estimated at that time. Therefore same low flows
estimates at that location were used in the model performed on June 18, 2008.

Biologists with the North Carolina Wildlife Resources Commission (Commission) received the notice
regarding the proposed NPDES permit modification for Carolina Water Service, Inc. of NC
in Jackson County. The modification involves an increase in wastewater discharge capacity to 0.8 MGD.
Comments from the Commission are provided under provisions of the Fish and Wildlife Coordination
Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d), North Carolina General Statutes (G.S. 113-131 et
seq.), and the North Carolina Administrative Code 15A NCAC 101.0102.
The receiving stream, Trays Island Creek, supports wild brown and rainbow trout. The Horsepasture
River downstream supports the state threatened rosyface chub (Hybopsis rubrifrons) and other rare
species like the Oconee stream crayfish (Cambarus chaugaensis), yellowfin shiner (Notropis lutipinnis),
and redeye bass (Micropterus coosae). Trays Island Creek and the Horse pasture River are being
considered for reclassification by your agency to "C Tr ORW ' and "C Tr ORW +", respectively, because
of excellent biological integrity. For these reasons, it is important that the discharge meet its pollutant
limits and not cause declines of in -stream habitat quality and uses.

We are in receipt of your June 18, 2008 letter and draft permit. We have reviewed the draft and
only have one comment. The proposed residual chlorine after expansion is shown as 28 ug/L. Based on
recent May 1, 2008 letter we have received from the Division, the TRC level will now be set to 50 ug/L as
permits are renewed.

On behalf of CWS Systems, Inc. (CWS) we are submitting herewith three (3) copies of our
Preliminary Engineering Report including Economic Alternatives Analysis for a proposed
expansion of the Fairfield Sapphire Wastewater Treatment Plant.
During a previous permit expansion application process in December 2005, the extent of the
requested capacity expansion to 0.8 mgd was limited upon DWQ review to 0.6 mgd due to the
lack of specific requests/commitment for the additional 0.2 mgd of capacity. Since that time CWS
has received additional requests for service as detailed in the attached PER and accordingly we
are applying for an increase in the NPDES permit.
